How hard it rains in Pasco County
The Saint Leo station recorded 53.46 inches of precipitation a year across 1991 to 2020. Of that, 24.72 inches fell from June through August. That is a little under half the year's rain in three summer months.
Hurricane Milton showed the extreme end. It brought 8 to 12 inches of rain, with 14.94 inches measured near Dade City. Hurricane Debby dropped 8.74 inches near Zephyrhills. A gutter cannot carry a storm like that, but a clear, correctly sized one keeps more of it off your fascia and walls.
It rained at least 0.10 inch on 77.4 days a year at Saint Leo. Gutters here work most of the year, so a sagging run or a loose joint shows up fast.

Sizing gutters and downspouts for Pasco rain
The plumbing code sizes horizontal gutters from the flow rate off the roof. At a 1/8 inch per foot slope, a 5-inch half-round carries 74 gpm and a 6-inch carries 110 gpm. The 6-inch moves about 49% more water.
Downspouts matter just as much. A 3-inch round leader is rated for 92 gpm, and a 4-inch round for 192 gpm. A big roof draining to one small downspout overflows at the corner no matter how wide the gutter is.
Your design basis can shift the result considerably. One worked example found a 6-inch half-round serves more than twice the roof area on a 1-hour basis than on a 5-minute burst. Because Pasco storms arrive as short bursts, ask your installer which basis they used.

Downspout discharge and what code requires
Under Florida Building Code Residential R318.5, roofs whose eaves stick out less than 6 inches must have gutters and downspouts. Gable end rakes and roofs that sit above another roof do not fall under that requirement. Water from each downspout has to land at least 1 foot away from the sidewall, whether it runs through an underground pipe, a tail extension or a splash block.
Pasco's median home was built in 1992, and 28.2 percent of homes predate 1980. Those years suggest many older homes have short eaves and downspouts that dump at the foundation. Adding a tail extension is often the simplest fix.
Section R903.4.2 also requires metal or approved plastic with lapped, soldered or caulked joints. Fasteners must be corrosion resistant and compatible with the gutter metal. For permits, Pasco County Building Construction Services has Central Permitting offices in New Port Richey, Dade City and Land O' Lakes.

Do all Pasco homes need gutters?
