Your new Trinity roof falls under whichever code edition is in force
Pasco County Building Construction Services issues roof permits for Trinity, since Trinity is an unincorporated place. Permit applications submitted today are reviewed against the 2023 Florida Building Code, Eighth Edition. Pasco permits filed on or after December 31, 2026 fall under the Ninth Edition.
If your builder submits plans this year, expect the Eighth Edition to govern. A permit that is not started within 6 months of issuance becomes invalid, so the schedule for the roof matters as much as the design.
Inspections
Dry-in, sheathing and the inspections on a new roof
The roof sheathing is inspected before the roof covering goes on. The inspector checks the nailing, and on shingle and metal roofs the underlayment must follow one of three approved dry-in options. Schedule the sheathing inspection once all roof and wall sheathing and fasteners are complete.
- Framing inspection once the roof, framing, fireblocking and bracing are set.
- Sheathing or dry-in inspection before the roof covering is installed.
- An inspector checks the dry-in stage, insulation, the roof covering and the flashing.
- Final inspection before occupancy.
Drip edge at the eaves and gables must be fastened at the spacing the code sets for your wind speed. Gutters with downspouts are required where the eaves project less than 6 inches, and downspouts must discharge at least 1 foot from the sidewall.
Products and crews
Who can install the roof, and which products are approved for use
Statewide, roofing products must carry product approval, with no exceptions. Look up the product's FL approval number in the Florida Building Commission search before the roof goes on. A builder may install asphalt shingles on its own new building, but tile, metal and membrane work goes to a certified or registered roofing contractor.

Does the 2026 code change affect a Trinity roof I permit now?

What warranty protects a new roof in Florida?
Under Florida law in effect since July 1, 2025, a builder must give a newly built home a 1-year warranty covering equipment, materials or workmanship that break the Florida Building Code.
