New construction roofing in Dade City, FL
Only 15.7 percent of Dade City homes were built in 2010 or later, according to the 2024 American Community Survey, so most of the city's roofs are older than new construction. Builders here are still adding homes, and a new roof on a new build follows its own code path, permit clock and inspection order.

Inspections and sequence
How new construction roofing is inspected in Dade City
A new home in Dade City goes through inspections in a fixed order. Roofing comes after framing and sheathing, and the code makes the sheathing check a separate step. The roof sheathing and fasteners must be complete before the roof covering goes on.
The Building Department issues the roof permit here. Its permit page lists the most common permits issued in the city, so ask the department which roofing permit form applies before the crew starts.
- Once the trusses and bracing are installed, the framing inspection takes place.
- Sheathing inspection with all roof sheathing and fasteners complete
- Roofing inspection covering dry-in, underlayment, roof covering and flashing
- Final inspection after the roof is finished
Dry-in and fastening
Underlayment, nails and drip edge on a new roof
The code offers three dry-in choices for shingle and metal roofs. A builder can cover the whole deck with self-adhering membrane, tape each deck joint with a strip, or lay two layers of approved felt. Pick the method on the plans so the roofing inspector sees the same method on site.
Use specific ring shank nails when you fasten the roof sheathing. Shingle drip edge is nailed at a closer spacing where design wind speed is 110 mph or more or the roof is higher than 33 feet, so check the wind zone on the plans for your lot.
Questions
New construction roofing in Dade City: questions
Which code edition applies to a new roof permit in Dade City?
The Ninth Edition of the Florida Building Code applies to any permit submitted on December 31, 2026 or later. Permits filed before that date follow the edition that applies at filing. Because the Dade City permit date matters, ask the City of Dade City Building Department which edition your application will be reviewed under before you sign a roofing contract. The Eighth Edition took effect December 31, 2023, and remains in use until the change.

Can a general contractor in Dade City install a tile roof on its own new home?
Florida law does not let a general contractor do all roofing work itself. Unless a roofing certificate or registration is held, a general or residential contractor has to hand the roofing work to a subcontractor. It may install asphalt or fiberglass shingles on a new building of its own construction. A contractor holding the required certification or registration should be the one handling tile, metal, or membrane roof jobs. In Dade City, the Building Department's roof permit page is the place to confirm who is listed on the permit before the crew starts.

What does the builder warranty cover on a new Dade City roof?
Under Florida law, a builder must back a newly built home for one year against defects in equipment, material or workmanship that result in a material violation of the Florida Building Code. That one-year clock begins at whichever comes first: original conveyance of title or initial occupancy. Normal wear and tear, settling, defects caused by the owner and natural disasters fall outside this rule. In a Dade City subdivision built after 2010, where 15.7 percent of homes sit, the builder's written agreement is the document to read for the exact terms on your home.

Do new Dade City homes need gutters and downspouts?
Yes, when the eaves project less than 6 inches. For those buildings, the code calls for gutters and downspouts, except at gable end rakes or where one roof sits above another. Downspouts need to carry water at least 1 foot away from the sidewall, whether through an underground pipe, a tail extension or a splash block. Dade City keeps growing, with the 2020 Census counting 3,227 housing units, so builders here see this requirement often. Ask the builder to show these on the plans before the roofing inspection.
