New construction roofing in St. Leo, FL

Only 4 percent of homes in St. Leo were built in 2010 or later. Most of the town is older stock, so new roofing work here is mostly about permits and code, not new subdivisions. The town grew from 2,362 people in 2020 to 2,468 in 2025, and the county grew 20 percent over the same stretch, so new builds are arriving. If you are planning a roof on a new home, the code edition on your permit application decides what the roof must meet.

Code and timing

St. Leo homeowners ask which code governs a new roof, and the answer is set by state rules

December 31, 2023 is the date the Eighth Edition of the Florida Building Code, dated 2023, took effect. A newer Ninth Edition becomes effective December 31, 2026. Every permit application submitted on or after that date must follow the Ninth Edition. If your St. Leo roof permit is filed before then, the Eighth Edition governs the work.

Timing matters for a build here. Given how few St. Leo homes are newer than 2010, a roof on a new home is likely to be one of the few recent roofs in town. Confirm the edition with the Pasco County building office before you sign a roofing contract.

What the inspector checks

New roofs must meet specific rules for the deck, underlayment, and drip edge

Roof sheathing must be fastened with specified ring shank nails, and the inspector checks this at the sheathing stage. Underlayment on shingle, metal and similar roofs must meet one of three dry-in options. Drip edge at the eaves and gables is fastened at 12 inches on center, tightening to 4 inches on center where wind speeds run 110 mph or more.

  • Sheathing nails: ASTM F1667 RSRS-03 is the baseline nail for the deck
  • Underlayment: one of three approved dry-in methods, by our reading of the code
  • Drip edge: 12 inches on center, or 4 inches where the rule requires it

Permits and inspections

Get product approval first, then book the roof so it lines up with the rest of the build

Roofing is a mandatory statewide-approval category, so the product must carry an approval number. Check it in the Florida Building Commission product approval search by FL number, manufacturer or code version. Required inspections run in order: framing, sheathing, then roofing for dry-in, insulation, roof coverings and flashing. Schedule the roof so each inspection happens before the next layer goes on.

Questions

New construction roofing in St. Leo: questions

How old are most homes in St. Leo?

Most are older. The median year homes were built is 1983, and 38 percent of housing units were built before 1980. Only 4 percent of them were constructed in 2010 or later. That suggests the new-construction roof rules here mostly apply to the few recent builds and new projects, so check the edition that applies to your own permit.

Which code edition applies to my new roof in St. Leo?

The Eighth Edition of the Florida Building Code applies now. Any permit application filed on or after December 31, 2026 falls under the Ninth Edition. Confirm the edition with the Pasco County building office before you sign a contract.

Who can install a roof on a new home in St. Leo?

A general contractor without a roofing certificate or registration must assign the roofing work to a subcontractor who has one. Asphalt shingles can be installed by the builder alone, but only on a building that builder erected. Certified or registered roofing contractors handle tile, metal, and membrane jobs. Many St. Leo homes were built around 1983, so older roofs there often call for tear-off and inspection standards that differ from new construction. Before signing with anyone, verify their license with the state.

Does a new roof on a new St. Leo home have a builder warranty?

State law obliges a builder to back a newly built home for 1 year against equipment, material, or workmanship defects that break the Florida Building Code. The year starts at conveyance or initial occupancy, whichever comes first. In St. Leo, where many homes date to the 1983 median build year or later, roofs on newer construction are often covered under this same builder obligation during that first year. Excluded from that coverage are routine wear, settling, defects the owner caused, and natural disasters. Read your builder's paperwork and ask the builder about any roof coverage.
