Permits in Land O' Lakes now fall under the Eighth Edition, which became effective on the last day of 2023. The Ninth Edition replaces it on December 31, 2026, and any application submitted on or after that date must follow it. If your plans are filed late in 2026, ask the county which edition will judge your submittal.
The county is growing quickly. It added about 112,607 people between April 2020 and July 2025, a gain of 20.0 percent. Land O' Lakes had 14,492 housing units in the 2020 Census, and the newest-home belt in Pasco sits in places like Wesley Chapel and Trinity.
Deck and underlayment
Deck nailing and dry-in rules for a new roof
Roof sheathing on a new house must be nailed with ring shank nails. The residential code names 2 1/2 inch by 0.131 inch RSRS-03 nails for most sheathing, and thinner panels of 15/32 inch or less may use RSRS-01 or RSRS-04.
Before shingles or metal go on a Pasco County house, the deck must be dried in by one of three code routes. Peel-and-stick membrane can cover the entire deck. Alternatively, a strip at least 3 3/4 inches wide can seal each deck joint under an approved underlayment. The remaining route stacks two felt-type layers, nailed 12 inches apart across the field and 6 inches apart at laps.
Metal drip edge sits on top of the underlayment along eaves and gables. Nail spacing is 12 inches at most, tightening to 4 inches where the design wind speed is 110 mph or more or the mean roof height is over 33 feet.
Approval and inspections
Product approval, who installs, and when inspectors visit
Roofing falls in a category that must carry Florida statewide product approval. The Florida Building Commission search lets you check a product by its FL number before you buy. Land O' Lakes is in Pasco, so the Miami-Dade and Broward high-velocity zone rules do not apply here.
If a builder in Land O' Lakes uses its own crew for a new house, state law lets it lay asphalt or fiberglass shingles only on that new building. For tile, metal or membrane, the work belongs to a roofing contractor holding a state certificate or registration. Check that license before you sign.
The code sequence runs framing, sheathing, roofing, then final. When the county inspector arrives for the roofing stop, they check the dry-in, any insulation, the coverings and the flashing. Record your Notice of Commencement before the first inspection, or you may risk paying twice for the work.

Florida law now requires one. Since July 1, 2025, Fla. Stat. 553.837 makes a builder warrant a new home for 1 year against defects in equipment, material or workmanship that cause a material Florida Building Code violation. The clock starts at the earlier of title transfer or first occupancy. Wear and tear, settling, owner-caused defects and acts of God are carved out. Who issues the roof permit for a new house in Land O' Lakes?
Pasco County Building Construction Services does. Land O' Lakes is an unincorporated census-designated place, not a city, so there is no town building department. Can I use a private inspector on a new roof here?
Often yes. Under Fla. Stat. 553.791, the owner, or the owner's contractor with written owner authorization, may choose a private provider for plans review or code inspection at any time. The statute defines that provider as a licensed building code administrator, engineer or architect. Do new roofs need gutters in Florida?
Sometimes. The residential code calls for gutters with downspouts where eaves project less than 6 inches, except at gable end rakes or on a roof above another roof. Downspout outlets must sit at least 1 foot off the sidewall. Water covers 11 percent of Land O' Lakes by area, so plan where runoff goes on your lot.
