New construction roofing in Pasadena Hills, FL

43.5 percent of homes in Pasadena Hills were built in 2010 or later, and the county issues roof permits for this unincorporated area. If you are building here or buying new, the roof is one of the first things inspected and one of the last things finished. Knowing the steps early keeps the schedule on track.

Permits first

Permits and inspections for a new roof in Pasadena Hills

Because Pasadena Hills has no incorporated status, the area has no municipal building department to handle permits. Pasco County Building Construction Services is where you apply for roofing permits. Confirm the current application steps with that office before you schedule a crew.

A roof on a new home is inspected in a set order. Framing comes first, after the roof framing, fireblocking and bracing are in place. Sheathing is checked next, either as a dry-in inspection or on request once every roof and wall sheathing fastener is complete. Inspectors check the dry-in stage, the insulation, the roof coverings and the flashing. The final comes last.

What the code requires

Deck, underlayment and fastening rules that affect the roof

Roof sheathing must be fastened with specific ring shank nails, and the inspector checks this during the sheathing step. Shingle, metal and similar roofs need one of three dry-in methods, which include a fully adhered polymer-modified bitumen underlayment or two layers of approved felt-type underlayment with set fastener spacing.

Shingle roofs need drip edge at the eaves and gables, fastened closer together when the mean roof height exceeds 33 feet. Tile may only be installed over solid sheathing, and the manufacturer's instructions govern how it is set.

The statewide product approval rule applies to roofing, so the permit file should carry the product approval number for the materials you install. You can check any approval number in the state's public lookup.

Timing and responsibility

Scheduling the roof with the build and your builder

A roofing permit lapses if work has not begun within 6 months of issuance, or if work halts for 6 months. Plan the roof crew to start before those windows close.

Only a certified or registered roofing contractor may install tile, metal or membrane roofing on a home. A builder may install asphalt shingles on a building it constructed itself. Before any work begins, confirm who will be performing the roof.

Builders must warrant newly built homes for one year against code-violating defects in workmanship and materials. Protection excludes ordinary wear, foundation settling, damage you cause, and losses from natural disasters. For the full terms, read your purchase contract or ask the builder in writing.

Questions

New construction roofing in Pasadena Hills: questions

What is the 25% roof rule in Florida?

Over any 12-month span, no more than 25 percent of a roof may be repaired, replaced or recovered, unless the whole roof covering is swapped out. Homes whose existing roof was built to the 2007 Florida Building Code or later are treated differently, and the local government cannot change that exception by ordinance. Confirm how the rule applies to your roof with Pasco County Building Construction Services.

Does a new home in Pasadena Hills need gutters?

Buildings whose eaves extend less than 6 inches need gutters with downspouts, except along gable end rakes or where a roof sits above another roof. Set every downspout to discharge no closer than 1 foot from the wall. Pasadena Hills has 5,879 housing units according to the American Community Survey, so many homes here fall under the newer code.

Which code edition applies to my new roof here?

Permit applications filed on or after December 31, 2026 must follow the Ninth Edition of the Florida Building Code. Plans filed earlier fall under the edition in effect at filing. Pasadena Hills homes built since 2010 are about 43.5 percent of the housing stock, which suggests many roofs here were permitted under recent editions.
