What Pasco's building stock means for flat roofs
Pasco added 112,607 people between April 2020 and July 2025, a gain of 20.0 percent. New multi-unit and commercial construction follows that growth. Wesley Chapel and Trinity have the newest stock, with 33 percent and 30 percent of homes built in 2010 or later.
The west coast is older. Roughly three-quarters of Elfers' housing stock predates 1980, compared with about two-thirds in Holiday. Across the county, 28.2 percent of homes predate 1980. That suggests many older association and rental buildings carry roofs that have been recovered more than once.
A recover over old material has limits. Florida bars it when the existing roof has two or more coverings, is water soaked, or cannot meet the code's securement rule. In those cases the building needs a full tear-off to the deck.

Which code applies and who permits it
The High-Velocity Hurricane Zone is defined as Broward and Miami-Dade counties only. A Pasco commercial roof follows the 2023 Florida Building Code outside that zone. Applications submitted on or after December 31, 2026, will need to comply with the Ninth Edition, which goes into force that day.
Pasco County Building Construction Services runs Central Permitting offices in New Port Richey, Dade City and Land O' Lakes, plus the Pasco Gateway portal. Zephyrhills adds a step for older buildings: a Certificate of Appropriateness before a repair permit on a contributing structure. Dade City and St. Leo each have their own National Register districts as well.
Permit clocks matter on large jobs. Once issued, a permit expires if work has not begun within six months. It also lapses if work stops for 6 months, and an approved inspection within 180 days counts as active progress.
Drainage
Low-slope systems, drainage and Pasco rainfall
Built-up, modified bitumen, single-ply, spray foam and liquid-applied roofs all carry a minimum design slope of one-fourth unit in 12. Saint Leo averages 53.46 inches of rain a year, with 24.72 inches in June through August. Water that sits on a roof for weeks has a long season to work in.
Florida defines positive drainage as roof water clearing within 48 hours of precipitation. If a parapet can hold water, you will need secondary overflow drains or scuppers installed. Hurricane Milton put 14.94 inches of rain near Dade City in 2024, so overflow capacity is a real test here.
Edge metal is a common failure point. Edge metal on low-slope roofs has to pass testing under ANSI/SPRI ES-1 or RAS 111. Pasco's storm record shows 24 thunderstorm-wind reports and 12 tornadoes from 2016 to 2025, so edges and uplift details deserve scrutiny.

Ask each bidder to name the system and the ASTM standard it meets. TPO sheet is covered by ASTM D6878, and EPDM by D4637. Bids that name a membrane without a standard cannot be compared.
Check the product approval. Florida requires statewide approval for roofing, and you can search it by FL number in the Florida Building Commission lookup. A Miami-Dade Notice of Acceptance is a separate document, valid only until its printed expiration date.
Ask about the 25 percent rule. Under it, no more than 25 percent of a roof section may be repaired or replaced in 12 months before the whole section must be replaced. An exception applies if the roof was built to the 2007 code or later.
Confirm who does the roofing. A general contractor must subcontract roofing unless certified or registered in that trade. Verify the license with the state, and confirm the Notice of Commencement is recorded before the first inspection.
