Re-roof timing in a city of 1980s houses

Leesburg's housing is mostly from the last century: 68 percent of homes predate 2000, and 13.4 percent were built in 2010 or later. Renters live in 37.4 percent of occupied homes, since owners occupy 62.6 percent, so a good share of re-roof decisions in town belong to landlords rather than residents.

Before any tear-off, find the date of the last full re-roof. A roof permitted on or after March 1, 2009, when the 2007 Florida Building Code took effect, can have one damaged section replaced on its own under Fla. Stat. 553.844(5). An older roof system answers to the 25 percent rule instead, which is why a big repair on one so often becomes a full replacement.

Inside the city, the permit comes from the City of Leesburg Building Department; parcels outside the limits go to the Lake County Office of Building Services. Reroofs are exempt from plan review, and every roofing product used must carry Florida product approval under Fla. Stat. 553.842.

The re-roof

Four things the code checks once the old roof is off

  • Deck nails. Table R908.7.1.2 calls for added ring-shank nails at 6 inches on center or closer wherever staples or 6d nails hold the sheathing, and wherever 8d nails sit farther apart than 6 inches.
  • A sealed deck. R908.7.2 requires a secondary water barrier under every replaced covering, and the state wind mitigation form is strict about what counts: standard underlayment or hot-mopped felt alone does not qualify.
  • Drip edge. Shingle roofs need it at eaves and gables, laid over the underlayment and nailed at least every 12 inches, tightening to 4 inches where design wind speed or roof height calls for it.
  • No old metal. Rusted or damaged vent flashing, metal edging, drain outlets, collars and counterflashing may not be reinstalled.

Each item is checked in the two inspections FBC-Building 110.3 requires: the sheathing inspection, usually done with the dry-in, and the final roofing inspection of dry-in, insulation, coverings and flashing. Weigh shingle, metal and tile before choosing what goes on top.

Does a Leesburg re-roof need a Notice of Commencement?

Often, yes. Under Fla. Stat. 713.135(1)(e), the permitting office requires a copy before the first inspection when the direct contract is above a set amount, and the Florida Building Code has the permit card warn owners that skipping the notice can mean paying twice for the same work. The notice is recorded, then posted at the job site before that first inspection. For city addresses, the City of Leesburg Building Department is the office that asks for it.

How long does a roof last on a Leesburg house?

Published figures disagree. NRCA says most new roofs are designed for about 20 years. For asphalt shingles, InterNACHI's Florida chart gives 10 to 12 years for 3-tab and 15 to 20 for architectural, while NAHB's national table says 20; no Florida-specific primary source settles it. Sun is part of the story, since UV can dry out and crack shingles and lost granules make them age faster, and Leesburg's airport averages a daily high of 82.4°F across the year. A 1985 house still on its first roof would sit far outside every range above.

Will my Leesburg re-roof require new roof-to-wall straps?

Only in some cases. Florida's re-roof law adds roof-to-wall connection work just for site-built homes above a set value in the wind-borne debris region, and even then only when gable ends or corners can be done for 15 percent of the re-roof's cost. That region covers land within a mile of the coast where design wind reaches 130 mph, or anywhere it reaches 140 mph.
