Opening up a 1990s deck in Mount Dora

With 60.9% of Mount Dora's housing built before 2000, many re-roofs here open a deck that was nailed under a local code. Once the old covering is off, the residential code looks at how the plywood or OSB is held down. Panels fastened with staples or 6d nails get ring-shank nails added so none sit more than 6 inches apart, while 8d nails already at 6 inches or closer need nothing more (Table R908.7.1.2).

Then the deck gets sealed. A secondary water barrier is required whenever a covering is removed and replaced (R908.7.2), and the state wind mitigation form counts a fully adhered membrane, taped deck seams or a double layer of felt or synthetic, though not standard underlayment alone. FEMA found after Hurricane Michael that a sealed deck can significantly cut the water that gets in once shingles are lost.

The rule traces to 553.844(3), where the Legislature told the Florida Building Commission to require a secondary water barrier and stronger deck attachment on site-built home re-roofs by October 1, 2007. With mobile homes at just 2.6% of Mount Dora's housing, nearly every re-roof here falls under it.

Permit and inspections

City permits and the historic downtown

Inside the city limits, the City of Mount Dora Building Division issues the re-roof permit and handles the inspections, as it does for other alterations. The job skips plan review (FBC-B 107), but an inspector checks the sheathing and fasteners while the deck is open and signs off on the dry-in, insulation, coverings and flashing at the final (FBC-B 110.3).

Downtown adds a step. The Mount Dora Historic District has been on the National Register since October 1, 2009, so an owner there should ask the city whether a new roof's material or color needs its own review before ordering anything.

Watch the calendar at the end of 2026: applications submitted on or after December 31, 2026 must meet the code's 9th edition, while earlier ones stay under the 8th. FEMA's Milton declaration, DR-4834, took in all of Lake County in 2024.

Can a new roof go over the old one on a Mount Dora house?

Often not. In the 8th edition, the residential code's roof re-cover sections read 'Reserved', while R908.3 still demands a full tear-off when the old roof is water-soaked or too worn to be a base, already has two or more layers, is tile, slate or wood shake, or has uncut blisters. On a 1993-era Mount Dora house, a tear-off is also the chance to re-nail the deck. Ask the City of Mount Dora Building Division before planning an overlay.

Does Florida's 25% roof rule apply to my Mount Dora home?

That depends on when your current roof went on. The rule caps repairs at 25% of a roof or roof section in any 12 months unless the whole section is brought to code. A roof built, repaired or replaced to the 2007 code or later, which took effect March 1, 2009, is exempt: only the redone part has to meet today's code. With 22% of Mount Dora homes built in 2010 or later, about a fifth of the city starts on the exempt side, along with any older house re-roofed since 2009.

Will a re-roof change my Mount Dora wind mitigation report?

It can. The state's form, OIR-B1-1802, records roof deck attachment and whether a secondary water barrier is present, and a re-roof changes both. It also grades the roof-to-wall connection, from toenails up through clips and wraps, and Florida's roofing contractor scope includes improving those connections during a roof replacement. Insurers must offer credits for features that cut wind loss, so a fresh report after the job makes sense on any of the 60.9% of Mount Dora homes built before 2000.
