    R908.3 calls for removing every layer when the old roof is water-soaked, already has two or more layers, or is tile, slate or wood shake. The 8th edition's re-cover sections read Reserved, so ask the town before counting on an overlay.

    Deck

    Where old panels were stapled or fastened with 6d nails, the code adds ring-shank nails no more than 6 inches apart (R908.7.1); the inspector checks it at the sheathing or dry-in stop.

    A secondary water barrier covers the deck whenever a roof covering is removed and replaced (R908.7.2).

    Final

    The roofing inspection looks at dry-in, insulation, coverings and flashing (FBC-B 110.3).

Repair or replace

Why a 1994 roof rarely stays a patch job

Florida caps repairs at 25% of a roof section in any 12 months (R908.1.1). The exception, for roofs built to the 2007 code or newer, seldom helps here: that code took effect March 1, 2009, and only 16% of Lady Lake homes were built in 2010 or later. Unless your roof was itself replaced after early 2009, a big storm repair usually becomes a re-roof of that section.

Storms drive many of these jobs. Irma left 11.03 inches at Lady Lake in 2017, Hermine's EF-0 tornado damaged homes near town in 2016, and FEMA's Milton declaration in 2024, DR-4834, again covered Lake County.

Insurers notice what goes under the shingles. On the state wind mitigation form, standard underlayment or hot-mopped felt does not count as a secondary water barrier; a fully adhered membrane, taped deck seams under felt or synthetic, or a double layer of felt or synthetic does (OIR-B1-1802, question 8).

Is a secondary water barrier required on a Lady Lake re-roof?

Yes. When a roof covering is removed and replaced on a house with a wood deck, Florida's residential code requires the deck attachment to meet R908.7.1 and a secondary water barrier per R908.7.2. FEMA's Hurricane Michael advisory says a sealed roof deck can significantly reduce water entering the house when the primary covering is lost or damaged. On a Lady Lake house from the 1994 median that still has its first roof, the re-roof is usually the first time the deck gets either upgrade, and the wind mitigation form records both.

Will the new code edition change my Lady Lake re-roof?

Only if your permit application goes in on or after December 31, 2026, when the 9th edition of the Florida Building Code takes over for all applications and plans submitted from that date. Before then, re-roofs follow the 8th (2023) edition, in effect since December 31, 2023. Town of Lady Lake Building Services can confirm which edition applies to an application on file. Either way, the core re-roof items in this region, re-nailing a weak deck and sealing it, are already required under the 8th.

Can a re-roof improve how my Lady Lake roof is tied to the walls?

It can, and the state wind form grades it. Florida's roofing contractor scope includes evaluating and enhancing roof-to-wall connections when the work is done with a roof covering replacement or repair (489.105). On form OIR-B1-1802, the weakest connection sets the grade, from toenails through clips, single wraps and double wraps to structural anchors, and a metal connector counts only with at least 3 nails into the truss, a gap under half an inch and no severe rust. On a 1994-era Lady Lake house, those connections are visible only from the attic.
