Two code worlds on Howey's streets

Of the town's 919 homes, 55.8% predate 2000 and 28.6% were built in 2010 or later. The older group was framed long before the 2007 Florida Building Code took effect on March 1, 2009; the newer group went up under it or a later edition. A re-roof treats both alike the day the shingles come off, but what the inspector finds under an older covering decides how much re-nailing the deck takes.

Florida requires two things whenever a covering is torn off a house with a wood deck: the deck attachment must meet the re-roof nailing rules, and a secondary water barrier must be installed (FBC-R R908.7). Existing 8d nails spaced 6 inches or closer need nothing more; staples, 6d nails, or 8d nails spaced wider than 6 inches get ring-shank nails added until spacing is no more than 6 inches on center (Table R908.7.1.2).

The barrier method is worth picking with the insurance form in mind. The code allows a fully adhered membrane over the whole deck, a membrane strip or tape over every deck joint under a full underlayment, or two layers of felt-type underlayment (FBC-R R905.1.1.1). The state's wind mitigation form counts all three as a sealed roof deck and says standard underlayment or hot-mopped felt alone does not qualify. In a town where 90.0% of occupied homes are owner-occupied, the owner who picks the method is usually the one who keeps the policy.

Permit

The permit path through Howey's contracted provider

Inside town limits, Howey-in-the-Hills' Building Services contracts Alpha, a Willdan Engineering company, for permits and inspections. Re-roofs need no plan review (FBC-B 107), so the steps are the permit, a sheathing or dry-in inspection once the deck is re-nailed, and a final roofing inspection of the dry-in, insulation, coverings and flashing (FBC-B 110.3).

Two clocks run on the permit. It lapses unless work starts within 6 months of issue, and work counts as in active progress only while the permit has received an approved inspection within 180 days (FBC-B 105.4.1). Is a secondary water barrier required on a Howey-in-the-Hills re-roof?

Yes. When a roof covering is removed and replaced, FBC-R R908.7.2 requires a secondary water barrier installed by one of the methods in R905.1.1. FEMA's study of Hurricane Michael found that sealing the roof deck can significantly reduce water getting in when the primary covering is lost or damaged. For a Howey house, that is the layer that matters on a day like Milton's 72-knot gust at Leesburg's airport.

What should a Howey-in-the-Hills roofing contract include?

Two notices Florida requires on every residential roof contract. One says the contractor may not offer a rebate, gift, gift card, cash, coupon, deductible waiver or anything of value for allowing a roof inspection or making a roof insurance claim; without it, the owner may void the contract within 10 days (Fla.
