Montverde's code eras and what a re-roof inherits
Montverde's 848 homes span every Florida code era. 48.6% were built before 2000, ahead of the first statewide Florida Building Code, which replaced local codes on March 1, 2002. Houses from 2000 through 2009 were permitted under local codes, then the 2001 and 2004 editions, and finally the 2007 code, which took effect March 1, 2009. The 13.7% built in 2010 or later went up under the 2007 code or a newer one.
Whatever the era, the covering that comes off a Montverde house now gets replaced under the 8th edition (2023), in effect since December 31, 2023. On a house with a wood deck, Florida adds two items to every re-roof: the deck must be re-nailed to the current schedule, and a secondary water barrier must go down under the new covering (FBC-R R908.7). Older decks fastened with staples or 6d nails get extra ring-shank nails at no more than 6 inches on center (Table R908.7.1.2).
That work shows up again on paper. 82.1% of occupied Montverde homes are owner-occupied, so the person paying for the re-roof is usually the one holding the insurance policy. Deck nailing and the secondary water barrier are both items on the state's wind mitigation form, OIR-B1-1802, and a completed form stays valid for up to five years if the house does not change.
Permit
The Montverde permit and the two code inspections
Inside town limits, a re-roof permit is a Town of Montverde job: the town lists a Permitting Clerk and takes applications through its Citizenserve portal. Outside the limits, the Lake County Office of Building Services issues it, since the county leaves permitting to each municipality for land inside its lines.
There is no plan review for a re-roof (FBC-B 107). The inspector comes twice: once when the deck is exposed and re-nailed, for the sheathing or dry-in inspection, and once for the roofing inspection of the dry-in, insulation, coverings and flashing (FBC-B 110.3). Permits applied for on or after December 31, 2026 fall under the 9th edition of the code.

Can I replace only part of my Montverde roof?
Only up to a point. Florida caps repairs and partial replacement at 25% of a roof or roof section in any 12 months; past that, the whole section must be redone to current code (FBC-R R908.1.1). The exception is a roof built, repaired or replaced to the 2007 code or later, where only the redone part must meet today's code (Fla. Stat. 553.844(5)). In Montverde, the 13.7% of homes built since 2010 are the likeliest to qualify; an older house qualifies only if it was re-roofed after March 1, 2009.

Does the old roof have to come off in Montverde?
In most cases, yes. The code requires a full tear-off when the existing roof is water-soaked or too worn to be a base, when it is wood shake, slate, clay or cement tile, or when it already has two or more layers (FBC-R R908.3). The 8th edition marks its roof re-cover sections "Reserved," and our research could not confirm whether a given building department accepts a shingle overlay. Will a new roof change my homeowners insurance in Montverde?
It changes the facts your insurer looks at, and the rating decision stays with the insurer. A full replacement restarts the roof's age for insurance purposes (Fla. Stat. 627.7011(5)(d)), and an insurer may not refuse or non-renew a policy solely because a roof is under 15 years old. The state's notice adds that wind-mitigation discounts apply only to the hurricane-wind part of the premium. On a Montverde house built around the town's 2000 median, the new roof also brings a secondary water barrier, which the wind mitigation form records. Ask your insurer or agent how they rate it.
