In Mascotte, 39.8% of homes were built before 2000, before Florida's statewide building code replaced local rules in 2002. A roof replacement on one of those houses is where today's code finally reaches the deck: extra nails where the old fastening falls short, a secondary water barrier, and two city inspections.

What a new roof changes on a pre-2000 Mascotte house
On those houses, the old deck fastening is an unknown until the shingles come off. Florida's re-nailing table then decides the work: a deck held with staples or 6d nails gets supplemental fasteners no more than 6 inches apart, and 8d nails spaced wider than 6 inches get the same treatment. The added nails are ring-shank.
The same tear-off triggers a secondary water barrier. The code accepts three routes: a fully adhered membrane over the whole deck, taped seams under an approved underlayment, or two layers of approved felt or synthetic. The state's wind mitigation form counts all three, but not plain underlayment on its own.
The houses near Mascotte's 2004 median were built under the first Florida Building Code editions, before the 2007 code took effect in 2009, and their first roofs are now past 20 years. The 35.1% built in 2010 or later mostly still wear their original shingles.

The Mascotte permit, the inspections and the contract
A re-roof inside city limits is permitted by the City of Mascotte Building Department through its online portal, and the same department schedules inspections. Florida skips plan review for re-roofs, so the steps are short: a sheathing or dry-in inspection while the deck is open, and a final roofing inspection of the dry-in, coverings and flashing.
Florida also writes part of your contract. Every residential re-roof contract must carry the 489.147 notice that the contractor can't offer anything of value for a roof inspection or a claim, plus a bold 14-point line on the signature page telling you to check coverage with your insurer before you sign.
Timing has one more wrinkle this year. Permit applications filed on or after December 31, 2026 must follow the Ninth Edition of the Florida Building Code; applications filed before then fall under the 2023 Eighth Edition, in force since December 31, 2023.

Do I have to tear off my old shingles on a Mascotte re-roof?
Usually, yes. The residential code bars a new covering over an existing one when the old roof is water-soaked or too deteriorated to serve as a base, when it already has two or more layers, or when it is tile, slate or wood shake. The 2023 code's re-cover sections now read 'Reserved', so ask the City of Mascotte Building Department how it treats overlays before planning one. On a house from before 2000, which describes 39.8% of Mascotte's homes, a second layer may already be up there.

What is a sealed roof deck, and does a Mascotte re-roof need one?
It is a secondary water barrier under the roof covering that keeps rain out if shingles blow off. Florida's code requires one whenever a covering is removed and replaced on an existing house with a wood deck, so a full re-roof in Mascotte includes it. FEMA found after Hurricane Michael that this layer can significantly reduce water entry when the primary covering is lost. Milton's 11.26 inches at a gauge near Groveland in 2024 shows why it earns its place here.

Which code edition will my Mascotte re-roof permit follow?
It depends on the filing date. Florida's Ninth Edition building code applies to permit applications submitted on or after December 31, 2026; a re-roof application filed with the City of Mascotte Building Department before that date falls under the 2023 Eighth Edition. This page does not compare the two editions' roof chapters, so ask the department which one your application lands in when you file. All 2,408 of Mascotte's homes file through that one department.
