Older Eustis houses under today's re-roof rules

Eustis is an older town by Lake County standards: 76.0% of its homes went up before 2000 and only 9.4% in 2010 or later. Under Fla. Stat. 553.844(3), the Florida Building Commission had until October 1, 2007 to require that a roof replacement on a site-built single-family home include a secondary water barrier and strengthened roof-deck attachment, and those requirements apply at every tear-off today.

The 25 percent rule catches many Eustis roofs. A roof installed before the 2007 code took effect on March 1, 2009 does not qualify for the exception in Fla. Stat. 553.844(5), so repairing, replacing or recovering more than a quarter of it, or of one roof section, within 12 months means that whole roof or section must meet current code. That is often the moment a repair estimate turns into a re-roof estimate.

Storms widen the gap between old roofs and new ones. FEMA's review of Hurricane Ian found newer roof coverings generally held up better than older ones, and Hurricane Milton brought 8.55 inches of rain to a gauge in Tavares, next door, along with a 72-knot gust at Leesburg's airport in 2024.

    Permit

    The City of Eustis Building Department issues the re-roof permit for city addresses. Reroofs are exempt from plan review, so no drawings are needed.

    Tear-off and deck check

    Once the old covering is off, the deck is checked against the R908.7.1 attachment table. Panels held by staples or 6d nails get supplemental ring-shank nails, and damaged sheathing is repaired, because a roof replacement by definition includes repairing damaged substrate.

    Secondary water barrier

    R908.7.2 requires one on a replaced roof, such as a fully adhered membrane or taped deck joints under the underlayment.

    Sheathing inspection

    An inspector checks the sheathing, its fasteners and the dry-in before the covering goes on, as FBC-Building 110.3 requires.

How can I tell if my Eustis roof was built to the 2007 code?

Look at the date of the last roofing permit. The 2007 Florida Building Code took effect on March 1, 2009, so a roof permitted on or after that date was built to the 2007 code or a later edition, and a roof permitted before it was not. The City of Eustis Building Department keeps permit records for city addresses. The answer matters because Fla. Stat. 553.844(5) spares 2007-code roofs from the 25 percent rule, and in a town where the median home dates to 1986, the house's age says nothing about the roof's.

Will re-roofing a 1980s Eustis house mean all-new plywood?

Not usually all of it. Florida's code defines a roof replacement as removing the old covering, repairing any damaged substrate and installing the new covering, so rotten or broken sheathing gets replaced, while sound decking stays and is re-nailed where its fasteners fall short of the R908.7.1 table. Where staples or 6d nails hold the panels, extra ring-shank nails go in at no more than 6-inch spacing. On the 76.0% of Eustis homes built before 2000, how much decking is damaged is only known once the old roof is off.

Do I need a permit to re-roof in Eustis?

Yes. The Florida Building Code requires a permit to alter or repair a building, and a full re-roof goes well beyond the ordinary minor repairs a building official may let proceed without one. For addresses inside the city, apply to the City of Eustis Building Department, which reviews plans, issues permits and inspects.
