Measured against NRCA's figure of about 20 years for most new roofs, a 1986 house may be on its second covering or even its third. What sits under the current shingles is the real question. If the deck sheathing was held with staples or 6d nails, Florida's re-roof table adds ring-shank nails no more than 6 inches apart; 8d nails spaced wider than 6 inches get the same fix.
A tear-off also exposes rot. Florida's contractor law puts repair or replacement of wood sheathing and fascia found during a roof replacement inside the roofing contractor's scope, so bad boards are part of the job rather than a separate trade.
Umatilla's 1,921 homes include 6.7% mobile homes. Florida's 2007 re-roof mitigation law was written for site-built single-family homes, so ask the city how it handles a manufactured home's roof before choosing materials.

The Umatilla permit and what the inspector checks
Re-roof permits for city addresses come from the City of Umatilla Development & Public Services through its Building Permit Portal. No plan review is required for a re-roof, but the work is inspected twice: once for the sheathing and dry-in, and once at the end for the covering and flashing.
The dry-in that inspector looks at must follow one of three code methods: a self-adhering membrane over the whole deck, a membrane strip or tape over every deck joint under underlayment, or two layers of underlayment. Drip edge goes at every eave and gable over the underlayment, and step or L flashing at every sidewall.
On the paperwork side, a residential roof contract in Florida has to carry two notices: no rebate or gift in exchange for an inspection or claim, and a bold line telling you to confirm coverage with your insurer before signing.

How often does a roof have to be replaced in Umatilla?
No law sets a schedule; condition and insurance do. NRCA says most new roofs are designed for about 20 years of useful service, with tile and some metals lasting longer, and actual life depends on climate, design, materials, installation and upkeep. Insurers watch age too: past 15 years, an inspection showing five or more years of life left is what keeps age alone from ending a policy. With Umatilla's median house built in 1986, ask for the last re-roof permit before judging any roof by the age of the house.

What happens if the decking under my Umatilla roof is rotten?
It gets replaced during the re-roof, and the inspector sees the result. Florida's statute puts repair or replacement of wood roof sheathing and fascia during a roof replacement inside the roofing contractor's scope, and the code requires a sheathing inspection before the roof is closed up. Ask for a per-sheet price for decking in the contract, since the amount is unknown until tear-off. Umatilla's housing, 64.3% of it built before 2000, makes that line worth having.

Will my re-roof permit in Umatilla fall under the new code edition?
Only if you file on or after December 31, 2026. That is the date Florida's Ninth Edition building code takes over for permit applications; until then, the 2023 Eighth Edition, in force since December 31, 2023, applies. Applications go to the City of Umatilla Development & Public Services, which can confirm the edition when you file.
