When a wood deck is stripped, section R908.7 of the Florida Residential Code takes over: the deck attachment must meet R908.7.1, and a secondary water barrier goes down under R908.7.2 before the new roof. Staples or 6d nails at any spacing get supplemental fasteners no more than 6 inches apart, while 8d nails already 6 inches apart or closer stay as they are.

The table judges what the tear-off finds, not the deed date. Minneola's 25.8% of pre-2000 homes were framed before the first statewide code replaced local codes on March 1, 2002. The 41.6% built since 2010 went up under the 2007 code or a later edition and will meet the same table at their first re-roof.

My Minneola house is from 2006. Does the 2007-code exception cover its roof?

It depends on the roof, not the house. Fla. Stat. 553.844(5) asks whether the existing roof was built, repaired or replaced to the 2007 Florida Building Code or a later edition, which took effect March 1, 2009. A 2006 house still wearing its first roof is outside the exception, so repairing more than 25% of a section in 12 months pulls in the whole section. If the roof was replaced under a later permit, the exception covers future repairs. Minneola's median build year, 2007, puts many homes right at this line.

Is there a Florida program that helps pay for a new roof?

Yes, with conditions. Fla. Stat. 215.5586 created My Safe Florida Home in the Department of Financial Services. Its inspections are for site-built, owner-occupied single-family homes with a homestead exemption, and its matching grants, which require a pre-2008 build date among other conditions, can go toward deck attachment, a secondary water barrier, roof-to-wall connections and a new roof covering. The statute says the program creates no entitlement, so check the program's own site for whether applications are open. With Minneola's median home from 2007, roughly half the city's houses meet the build-date test.
