Why older Cocoa Beach homes get roof inspections
By the Census figure, 62.3 percent of homes here were built before 1980. Countywide, only 32.1 percent were. That suggests many Cocoa Beach roofs have been replaced at least once, and some of those replacements are now old themselves. Nothing in the data says how old any single roof is. Only an inspection or the permit record answers that for your address.
About 78.8 percent of occupied homes are owner-occupied, and the median resident is 59.2 years old. Many owners here will deal with an insurer at renewal or with a buyer at sale. Both situations often start with a roof inspection.
The 15-year rule
What Florida law and insurer forms ask about your roof
Fla. Stat. 627.7011(5) sets the line at 15 years. An insurer may not refuse to write or renew a homeowner's policy solely because the roof is under that age. Once a roof reaches 15 years, you may hire an authorized inspector, at your own expense, before the insurer requires replacement. A report of 5 or more years of useful life left limits the insurer's ability to refuse or non-renew for age alone. Policies issued or renewed since July 1, 2022 fall under this wording, which matters for a Cocoa Beach house with a 1975 median build year.
The insurer must accept the inspector. State law names licensed home inspectors, building code inspectors, licensed contractors, engineers and architects, plus anyone else the insurer recognizes. The 4-point form's roof section records the covering, roof age, remaining useful life, last permit date, any partial replacement and the condition. Citizens Property Insurance, a state-backed insurer, wants documented remaining life for shingle roofs older than 25 years.

What the inspector checks and when to schedule it
An inspector looks at what the forms ask about: cracking, curling, granule loss, exposed asphalt or felt, missing or loose tabs, soft decking and leaks in the attic or on ceilings. For a wind mitigation form, the inspector also photographs attic items you cannot see, such as deck nailing and roof-to-wall connectors. The current form, OIR-B1-1802, stays valid for up to five years if the structure has not materially changed.

- You receive an insurer letter citing roof age.
- A storm passes. An EF-1 tornado hit Cocoa Beach on Oct. 9, 2024, with partial roof loss in a residential area at 80 to 90 mph.

Roof permits are handled by the City of Cocoa Beach Building Division. Ask it for your address's permit history, which helps date the roof. Brevard County also publishes address-level wind speed maps that tell you the design wind speed for your home.

Does my insurer need a roof inspection if my Cocoa Beach roof is over 15 years old?
Not automatically, but your insurer may ask about the roof. Under Fla. Stat. 627.7011(5), a roof that has reached 15 years can be checked by an authorized inspector before the insurer demands replacement. With 62.3 percent of Cocoa Beach homes built before 1980, many owners may see this question at renewal. Your insurer or agent is the one to ask what your own policy requires.

Who can sign a roof inspection for an insurer in Florida?
The insurer must accept the inspector, and state law lists who qualifies: licensed home inspectors, building code inspectors, licensed general, building, residential or roofing contractors, professional engineers and architects. The insurer may also recognize others it considers qualified. Citizens accepts its roof inspection form signed by a contractor, building code inspector or Florida-licensed home inspector, with photos of each roof slope. Is a wind mitigation inspection the same as a roof inspection?
No. A roof inspection reports condition and remaining life. A wind mitigation inspection records how the roof is built: covering type, deck attachment, roof-to-wall connections, roof shape, sealed roof deck and opening protection. Insurers must offer discounts for features shown to reduce wind loss, and the state notice says they apply only to the hurricane-wind portion of your policy. Cocoa Beach recorded a 77 mph gust in Hurricane Matthew in 2016, so those details matter here. Exact percentages come from your insurer.

Can a roofer offer me a deal on a roof inspection in Cocoa Beach?
Florida law limits this. Under Fla. Stat. 489.147, a roofing contractor may not offer anything of value for a roof inspection or a claim, and may not advise you on coverage unless licensed as a public adjuster. The statute also requires every residential roof contract to carry a bold notice telling you to check coverage with your insurer before signing. After the Oct. 9, 2024 tornado damaged roofs in Cocoa Beach, owners may hear such offers. If a roofer pushes you to file a claim, treat that as a warning sign.
