Roof inspections in Titusville, FL

Just 9.3% of Titusville's homes were built in 2010 or later, so on nine in ten houses here an original roof would now be past the 15-year mark in Florida's insurance law. A roof inspection in Titusville, FL is usually about that: recording the roof's age, condition and remaining life on the forms insurers read.

Local know-how

The forms that judge a Titusville roof

The law is Fla. Stat. 627.7011(5). An insurer may not refuse or non-renew a homeowner's policy solely because the roof is under 15 years old. At 15 or older, the insurer must let you have an authorized inspector check the roof at your expense before it requires a replacement, and it may not drop you for age alone if the inspection shows 5 or more years of useful life left.

Citizens Property Insurance adds its own lines. It asks for a 4-point inspection (electrical, plumbing, HVAC and roof) on properties more than 20 years old, which takes in the median Titusville house, built in 1982. It also wants proof of at least five years of remaining life on shingle roofs older than 25 years and on tile or metal roofs older than 50.

The roof section of the 4-point form records the covering, its age, the date of the last roof permit, any partial replacement and its percentage, the overall condition, and damage such as curling, granule loss, soft decking or attic leaks, with a photo of each slope.

Wind mitigation

Insurers must offer discounts or credits for construction that reduces windstorm loss, and the uniform wind mitigation form, OIR-B1-1802 (Rev. 04/26), is how those features get documented. It asks about the code era, the wind region for the address, the roof covering, deck attachment, roof-to-wall connections, roof shape, a sealed roof deck and opening protection. Owners occupy 72.1% of Titusville's occupied homes, and they are the ones who order it.

A 1982 house predates every code edition the form lists, so its roof answers depend on what was done at the last re-roof: whether the deck was re-nailed and whether a sealed roof deck went down. The form stays valid for up to five years unless the structure changes, and a re-roof is a change, so order a new form after one. The wind region comes from the ASCE 7-22 hazard tool for your address; Brevard County also posts address-level wind speed maps.

Questions

Roof inspections in Titusville: questions

What is the 15-year roof rule in Florida?

It is Fla. Stat. 627.7011(5). An insurer cannot refuse or non-renew a homeowner's policy just because the roof is less than 15 years old. Once it is 15 or older, you can have it inspected at your own expense, and if the inspection shows at least 5 years of useful life, age alone is not grounds to drop you. Only 9.3% of Titusville homes were built in 2010 or later, so the rule reaches most original roofs in town. It covers policies issued or renewed on or after July 1, 2022.

Does the 15-year roof law cover Titusville mobile homes?

The 15-year roof rule is Fla. Stat. 627.7011(5), and it is written around a homeowner's policy on a roof at least 15 years old. For such a roof, the insurer must let the homeowner have an authorized inspector check it at the homeowner's expense, and it may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left. Florida Senate staff note that the section does not apply to mobile home policies. Mobile homes are 3.7 percent of Titusville's housing, so this matters to a small group of owners, who should ask their insurer what roof documentation the policy needs.

Who can sign a Citizens roof inspection form for a Titusville house?

Citizens' Roof Inspection Form (RCF-1) must be signed by a general, residential, building or roofing contractor, a building code inspector, or a Florida home inspector, with photos of each roof slope. A 4-point form that includes those slope photos can stand in for it. The median Titusville home, built in 1982, is well past the 20-year age at which Citizens asks for a 4-point, so expect to need one or the other.
