How old are Palm Shores roofs?

The median Palm Shores home was built in 1997, against 1988 countywide. Only 12.5 percent of homes here predate 1980, while 21.3 percent went up in 2010 or later. Those homes are younger than most in Brevard County, but a median build year says nothing about the roof itself.

Many roofs on 1,997 homes have likely been replaced since, and some have not. Under Florida's 15-year rule, an insurer must let you have an authorized inspector check a roof that age or older, at your expense. It may not refuse or drop you solely for age if the report shows 5 or more years of useful life left.

Mobile homes are treated differently. Legislative staff reading of the 15-year section says it leaves mobile home policies out. If yours is one of the Palm Shores mobile homes, ask your insurer or agent which roof papers it wants.

What the insurer forms ask about the roof

Citizens requires a 4-point inspection for properties more than 20 years old, and that includes mobile home applications. The roof section records the covering material, roof age, remaining useful life, last permit date, and whether a replacement was full or partial.

The same form lists damage the inspector must look for: curling, granule loss, missing or cracked tabs, soft decking, and leaks in the attic or on ceilings. Citizens also wants proof of at least five years of remaining life on shingle roofs over 25 years old.

A wind mitigation form is separate. It asks about roof shape, deck attachment and roof-to-wall connections, items in the attic you cannot see from the yard. The current form is OIR-B1-1802, valid up to five years if nothing about the structure changes.

Timing

When to order a roof inspection

  • Ahead of a purchase or sale, so the roof's condition is on paper before closing day.
  • After your insurer writes about the age of your roof.
  • Following a storm, to record damage before any repair starts.
  • Before a renewal, when the roof is 15 years or older.

Brevard County saw roof and shingle damage from Hurricane Matthew in 2016 and Hurricane Irma in 2017, which damaged over 7,132 homes. Roofs that took those winds may carry hidden wear.

Watch the clock after a loss. A new claim is barred unless the insurer gets notice within 1 year of the loss date. Tell your insurer or agent what your policy requires.

Does the 15-year roof rule apply to my mobile home in Palm Shores?

Florida's 15-year roof rule is in Fla. Stat. 627.7011(5), and nothing in the text given to me says it covers or excludes mobile home policies, so ask your insurer how your policy is treated. When your roof has reached 15 years or more, the insurer is required to let an authorized inspector examine it, and you cover the cost of that visit. Roof age alone cannot be the reason for a refusal or non-renewal when the inspection finds the roof has 5 or more years of useful life remaining. Stat. 627.7011(5), the inspector must be accepted by your insurer and be one of these: a home inspector, a building code inspector, a general, building, residential or roofing contractor, an engineer, an architect, or someone the insurer recognizes as qualified.
