How old are the roofs in Indian Harbour Beach?

The median home here was built in 1978, against 1988 countywide. Countywide, 32.1 percent of homes predate 1980. Here the share is 55.2 percent. That is a much older stock than most of Brevard County.

The year a house was built tells you about the house, and nothing certain about the roof on top of it. Still, with 80.1 percent of occupied homes owner-occupied, a lot of these roofs have been replaced at least once by the owners who live under them. Many of those replacements are probably now approaching or past the 15-year mark that insurers look at.

The roof questions Florida law and insurer forms put to you

Fla. Stat. 627.7011(5) bars an insurer from declining or refusing to renew a homeowner's policy only because the roof is younger than 15 years. Once a roof reaches 15 years, you are entitled to have an authorized inspector examine it, paid for by you, and the insurer has to allow that. If that inspection shows 5 or more years of useful life left, the insurer may not drop you for age alone.

On the 4-point form, the roof section notes the covering material, the roof's age, its remaining useful life, when the last roofing permit was pulled and whether the replacement covered the whole roof or only part. Damage such as cracking, curling, granule loss, soft decking and attic leaks gets listed there too. Citizens requires this 4-point inspection for properties more than 20 years old, which describes much of Indian Harbour Beach.

Whether a given policy pays for roof work is a question for your insurer or agent in Brevard County. An inspection report documents the roof's condition and nothing more.

Inspection basics

What gets checked during an inspection, and the right time to book one

A roofer's inspection looks at the covering, its age and remaining life, permit history, damage and leaks. For a wind mitigation report, it also covers items you cannot see from the ground: deck nailing, roof-to-wall connectors and any sealed roof deck. OIR-B1-1802, the form in use now, remains good for as long as five years when the structure has not changed.

  • Buying or selling a home built around the 1978 median, when a buyer or lender may ask about roof age
  • A letter from your insurer about roof age or condition
  • After a storm, and before any repair is made, record the damage.
  • Before a repair or replacement, since the city says roof replacements or substantial repairs need a permit and temporary tarping does not

Storm history shows why condition matters. Hurricane Matthew in 2016 produced 87 mph gusts at Satellite Beach, and the damage was mostly to shingles, soffits and awnings. Confirm permit rules with the City of Indian Harbour Beach Building Department before work starts.

My insurer says my roof is over 15 years old. What can I do?

Florida law lets you have an authorized inspector check the roof at your own expense before the insurer requires replacement. Under Fla. Stat. 627.7011(5)(c), if that inspection shows 5 or more years of useful life remaining, the insurer may not refuse or non-renew solely because of age. Authorized inspectors include licensed home inspectors, roofing contractors and engineers the insurer accepts. Age letters are common around here because the median home was built in 1978, so many roofs have been replaced once already and are being judged on age alone. Ask your insurer or agent which inspectors and forms they accept.

Does a mobile home roof here follow a different inspection rule?

Indian Harbour Beach reports 0 percent mobile homes, while the county figure is 7.2 percent. So every home here is built to the Florida Building Code. The Senate staff note on the 15-year roof rule says it does not apply to mobile home policies, which is a countywide issue rather than a local one.

Do I need a permit after an inspection finds roof problems?

It depends on the work. The city's post-storm guide says roof replacements or substantial roof repairs need a permit, while temporary roof tarping does not. The 25 percent rule also applies to repairs: more than 25 percent of a roof section in 12 months triggers a full replacement unless the roof met the 2007 Florida Building Code or later.
