Cocoa's older homes and the 15-year roof line
Of Cocoa's housing units, 54.9 percent were built before 1980. Countywide, the share is 32.1 percent. Cocoa's share is 22.8 points higher than Brevard County's. Many of these roofs have likely been replaced at least once, but the age of each one is something to confirm on the roof itself.
Under Fla. Stat. 627.7011(5), a homeowner's insurer cannot turn down a policy only because the roof is under 15 years old. Once a roof reaches 15 years, you may hire an authorized inspector, at your cost, before the insurer acts. When an inspection finds 5 or more years of useful life remaining, the insurer cannot refuse or non-renew on the basis of age alone.
The rule covers policies issued or renewed from July 1, 2022 onward. State Senate staff note it does not reach mobile home policies. If you own one of Cocoa's mobile homes, ask your insurer or agent what applies to you.
Inspection scope
What a Cocoa roof inspection checks
For an insurer, the inspector fills in the form. The 4-point form's roof section records the covering material, roof age, remaining useful life, date of the last roofing permit, and whether the replacement was full or partial. Overall condition and a damage list go on it too.
- Cracked, cupped or curling shingles on the slopes
- Bare spots where granules have worn away, with asphalt or felt showing
- Missing, loose or cracked tabs or tiles
- Soft spots when the decking is pressed
- Stains or leaks on attic decking and bedroom or kitchen ceilings
Your last permit date matters. Cocoa's online permit list has a separate Reroof permit type, so a past replacement should show up there. Confirm the current permit rules with City of Cocoa Building & Permitting.
Citizens Property Insurance goes by age and material. It wants documentation of at least five years of remaining useful life for shingle roofs older than 25 years, and for tile, slate, clay, concrete or metal roofs older than 50 years. It requires the 4-point inspection for properties more than 20 years old.
Timing
When to order an inspection in Cocoa
Order one before you buy an older house, since 63.5 percent of Cocoa's occupied homes are owner-occupied and roofs change hands with the deed. Order one before you sell, so a buyer's insurer does not raise the roof first. If a letter from your insurer raises the age of your roof, that is the time to order one.
Order one after a storm, too. Hurricane Irma damaged over 7,132 homes in Brevard County, and Hurricane Matthew's damage mostly involved shingles and soffits. Notice of a claim must reach your insurer within 1 year of the date of loss.
A roofer may inspect, but Florida Statute 489.147 bars contractors from offering anything of value for an inspection or from advising on what your policy covers. Questions about what your policy covers belong with your insurer or agent, so call them.

Does Cocoa's older housing mean my roof needs an inspection?
Not automatically, but it makes one more likely to be useful. In Cocoa, 54.9 percent of homes were built before 1980, against 32.1 percent countywide. The house may be old while the roof is newer. Check for a Reroof permit with City of Cocoa Building & Permitting. If the roof is 15 years or older, an inspection can show your insurer the remaining useful life.

What is the 15-year roof rule in Florida?
A homeowner's policy cannot be refused or non-renewed by the insurer solely because the roof is under 15 years old. When the roof is older, you are entitled to have an authorized inspector examine it, with you paying the cost, and the insurer must allow this. If the inspection shows 5 or more years of useful life left, the insurer may not refuse only for age. It covers any policy that was issued or renewed on or after July 1, 2022.

Do Cocoa mobile homes follow the same insurer roof rule?
Probably not in the same way. In Cocoa, 4.9 percent of housing units are mobile homes. According to Senate staff, mobile home policies are not subject to the 15-year roof rule. Cocoa's permit list also has manufactured-home set-up permits, so ask City of Cocoa Building & Permitting about local steps, and ask your insurer what it requires for your roof.
