Why Webster's build years shape the re-roof

Florida's code timeline explains it. The first statewide Florida Building Code took effect March 1, 2002, the 2004 edition followed on October 1, 2005, and the original 2007 edition took effect March 1, 2009. With 76.5 percent of Webster homes built before 2000, the original construction here predates every one of them.

The roof on top may be much newer, and its age is what insurers track. That age runs from the last date the whole surface was replaced (section 627.7011(5)(d)), and Citizens wants proof of at least five years of remaining life on any shingle roof older than 25 years. If your Webster roof is near that line, weigh the cost of documenting it against the timing of a replacement before your renewal.

The code items arrive with the tear-off: deck nailing brought to the R908.7.1 table and a secondary water barrier per R908.7.2. Shingle roofs also need drip edge at every eave and gable, lapped at least 3 inches and fastened no more than 12 inches apart, closing to 4 inches where the allowable-stress design wind reaches 110 mph or the roof stands over 33 feet (R905.2.8.5).

Permit

Permit, inspections and flashing on a Webster re-roof

Webster re-roof permits come from Sumter County Building Services, which picked up permitting for all five county cities on April 1, 2025. Plans are not reviewed for a reroof, but the inspector visits twice: at sheathing and dry-in, and at the finished roof.

That final visit looks hard at flashing, which the code requires at wall and roof intersections, at every change of slope or direction and around roof openings. Sidewalls take step flashing or continuous L flashing, open metal valleys run at least 16 inches wide, and closed valleys may use a 36-inch self-adhering lining (R903.2.1, R905.2.8).

How do I know if my Webster roof was built to the 2007 code?

Check the date of its last full replacement against March 1, 2009, when the original 2007 Florida Building Code took effect. A roof permitted on or after that date generally falls under the 2007 code or a later edition, and Florida's 25 percent rule then lets partial work stay partial: only the repaired, replaced or recovered portion must meet the current code. Sumter County Building Services keeps the permit records for Webster addresses.

Is drip edge required on a Webster shingle roof?

Yes. The Florida Residential Code requires drip edge at the eaves and gables of shingle roofs, lapped at least 3 inches, reaching half an inch below the sheathing and 2 inches back onto the roof, installed over the underlayment with roof cement over the flange. Fasteners go no more than 12 inches apart, closing to 4 inches where the design wind or roof height calls for it. Sumter County, which permits Webster roofs, states a design wind speed of 135 mph.

Can My Safe Florida Home help pay for a Webster re-roof?

Possibly, for an owner-occupied, site-built single-family home with a homestead exemption. Section 215.5586 lets the program's matching grants, which carry a pre-2008 build date and other conditions, go toward a new roof covering, roof-deck attachment, secondary water resistance and roof-to-wall connections. In Webster, 69.5 percent of occupied homes are owner-occupied and the median build year is 1981, but eligibility and whether applications are open are set by the program. The statute says it creates no entitlement.
