New construction roofing in Webster, FL
The Census Bureau's 2020-2024 survey puts Webster at 1,574 residents, against 778 counted in the 2020 Census; the survey's margin of error is 616, so even its low end sits above the count. For anyone building here, the roof questions are product approval, who inspects, and which code edition applies.

Approvals and inspectors for a new Webster home
Roofing is one of the categories that must carry Florida product approval, and a product may not be marketed as hurricane or windstorm protection unless it is approved under section 553.842. The Florida Building Commission's public search finds an approval by FL number, manufacturer or code version.
Inspections can come from the county or from a private provider. Under section 553.791, the owner, or the owner's contractor with written authorization, may hire a private provider for plan review or inspections; the statute limits that role to building code administrators, engineers and architects. Otherwise Sumter County Building Services inspects Webster builds, with roof sheathing and dry-in checked before the roofing inspection.
Permits filed on or after December 31, 2026 fall under the Ninth Edition of the code. With Webster's median home dating to 1981, a new house here is held to a code written decades after most of its neighbors went up.
Details
Tile, soffits and gutters on a new Webster house
Tile on a new home goes on per the maker's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition, and only over solid sheathing unless tested otherwise (R905.3).
Soffits matter as much as the roof. FEMA's Hurricane Michael advisory found widespread wind damage to soffits let in wind-driven rain, and its key practice is to fasten soffit panels at the wall and the fascia. Where eaves project less than 6 inches, gutters with downspouts are required, discharging at least a foot from the wall (R318.5).
Questions
New construction roofing in Webster: questions
Can I use a private inspector for a new home in Webster?
Yes, the statute allows it. Section 553.791 lets the fee owner, or the owner's contractor with explicit written authorization, choose a private provider for plan review or building code inspections at any time, and it limits private providers to building code administrators, engineers and architects. Without one, Sumter County Building Services does the inspections for Webster, as it has for every city in the county since April 1, 2025.

How do I check a roofing product's Florida approval?
Search the Florida Building Commission's product approval site by FL number, manufacturer or code version. Roofing is a mandatory statewide-approval category under section 553.842, and the same law bars marketing a product as hurricane or windstorm protection unless it is approved. The approval number belongs in the permit package that Sumter County Building Services reviews for a Webster house.

Does a new Webster home need gutters?
Only if its eaves project less than 6 inches, except at gable-end rakes or a roof above another roof (FBC-Residential R318.5). Where gutters go on, downspouts must discharge at least 1 foot from the wall. Webster's rain makes the sizing worth a look either way: NOAA Atlas 14 gives 9.34 inches an hour for a 10-year, five-minute burst there.
