The Atlas 14 point at Webster's Census center gives 9.34 inches an hour for the 10-year, five-minute burst, 10.7 for the 25-year and 12.8 for the 100-year. The nearest NOAA annual normal in our data, Leesburg's municipal airport, averages 43.78 inches of rain a year (1991-2020).

A 6-inch half-round carries about 49 percent more water than a 5-inch at the same slope, and adding a downspout shortens every run that feeds it.

Hanger spacing is where storm-readiness hides. One hidden-hanger maker lists 24 inches on center as standard and, for storm-prone areas, recommends 16-inch spacing for added uplift resistance. On a house near Webster's 1981 median build year, check the fascia board before new hangers go into it. The code adds that gutters and leaders must be metal or plastic made for outdoor exposure, fastened with corrosion-resistant hardware compatible with the gutter (R903.4.2).

Guards are a judgment call. In Consumer Reports' 2010 tests, fine-mesh screens beat screens with larger holes, yet even the top-scoring screen was only middling at containing a severe downpour, and screens may still need brushing in high-pollen areas. UF/IFAS puts Florida's pollen peak in March and April.

On the code side, gutters and downspouts are required where eaves project less than 6 inches, and every downspout must discharge at least a foot from the wall (R318.5).

How many downspouts does a Webster roof need?

Enough that each one's share of roof stays inside its capacity at Webster's rain rate. The plumbing code rates a 3-inch round downspout at 92 gallons a minute and a 4-inch round at 192. At the 9.34 inches an hour NOAA Atlas 14 gives for a 10-year, five-minute burst at Webster, that is roughly 947 and 1,977 square feet of roof plan area, by our arithmetic, before the pitch factor for steep roofs. The gutter between downspouts has its own limit, so a long run may need an extra drop.

Do gutter guards work in Webster's heavy rain?

Partly. Do I need a permit to install gutters in Webster?

Ask the county before work starts, whether the house is inside city limits or elsewhere in ZIP code 33597. The Florida Building Code requires a permit to alter or repair a building and lets the building official waive one only for ordinary minor repairs, and for Webster that official is at Sumter County Building Services. State rules list gutters, soffit and fascia within the specialty structure contractor scope, and roofing contractors may replace fascia during roof work.
