Webster roofs and the 15-year line
Under 15 years, an insurer may not refuse to issue or renew a homeowner policy solely because of the roof's age. At 15 or older, it must let you have an authorized inspector check the roof at your expense before requiring replacement, and if that inspection shows 5 or more years of useful life left, age alone cannot cost you the policy (section 627.7011(5)).
The statute's list of authorized inspectors, each also accepted by the insurer, covers home inspectors under section 468.8314, building code inspectors under 468.607, general, building and residential contractors under 489.111, roofing contractors, engineers, architects and anyone else the insurer recognizes as qualified.
In Webster, 69.5 percent of occupied homes are owner-occupied and 24.9 percent of all housing units are mobile homes. Senate staff note the 15-year rule does not reach mobile home policies, so those owners should ask their insurer how roof age is handled.

The forms a Webster inspection fills out
Most inspections here feed one of three documents. The 4-point form records the roof covering, its age and remaining life, the last permit date and any damage, and with photos of each slope it can stand in for Citizens' separate roof form. Citizens' Roof Inspection Form itself must be signed by a contractor, a building code inspector or a home inspector, with photos of each slope. The wind mitigation form, OIR-B1-1802 (Rev. 04/26), is valid for up to five years if nothing material changes.
Two details on the wind form surprise people. A roof counts as hip only if non-hip features make up no more than 10 percent of its perimeter, and plain underlayment or hot-mopped felt does not count as a secondary water barrier.

The inspection is at your expense. Webster's median home dates to 1981, so the inspector will usually be judging a roof on an older deck, and a permit history from Sumter County Building Services helps establish the roof's age.

My Webster roof is 16 years old. Can my insurer drop me?
Not for age alone, if an inspection shows life left. Once a roof reaches 15 years, section 627.7011(5) requires the insurer to let you have it inspected, at your expense, by an authorized inspector before it can require replacement, and it may not refuse to renew solely because of age if the inspection shows 5 or more years of useful life remaining. The rule covers homeowner policies issued or renewed since July 1, 2022; Senate staff note it does not apply to mobile home policies, which matter here because 24.9 percent of Webster's housing units are mobile homes.

How long is a wind mitigation report good for in Webster?
Up to five years, as long as no material changes are made to the house and no inaccuracies turn up on the form. The current form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 under Rule 69O-170.0155. A re-roof changes roof items the form grades, so a Webster owner who replaces a roof under a Sumter County Building Services permit has reason to ask the insurer about a fresh form.
