Districts, county lines and Villages commercial roofs

Homeowners here file an Architectural Review Application for any exterior change, and the committee handles more than 300 a week. If your building sits inside the districts, ask early whether their architectural rules reach it before a new roof changes color, profile or material.

Permits follow the county line. The Sumter County part of the community goes through Sumter County Building Services under the 2023 Florida Building Code, 8th edition. The Marion County share of the census area, 11.7%, is outside Sumter's jurisdiction.

A 135 mph wind criterion applies county-wide. Commercial roof decks and coverings must be designed for the Chapter 16 wind loads, and metal edges on low-slope membrane roofs must be tested to ANSI/SPRI ES-1 or RAS 111 (FBC-B 1504).

Low-slope code

Drainage, recover limits and rooftop units on a flat roof

New low-slope roofs need a design slope of at least 1/4 inch per foot, or 2%, for most membrane types (FBC-B 1507). The code calls drainage positive when the roof drains within 48 hours of rain. Where a parapet could trap water, secondary overflow drains or scuppers are required.

Storm drainage is sized on the 100-year hourly rainfall rate. NOAA Atlas 14 gives 3.96 inches an hour for that storm at The Villages, a useful cross-check against the drain and scupper sizes on your building.

A recover over the old roof is barred if that roof is water-soaked or too deteriorated to hold, if two or more roofs are already on it, or if blisters are not cut and secured. Moving or replacing a rooftop AC unit during a re-roof can pull it into current code (FBC-B 102.8), and the 25% repair limit applies to commercial roofs too.

Condominium associations with buildings three habitable stories or higher must have a structural integrity reserve study at least every 10 years, and the roof is the first item it covers (Fla. Stat. 718.112(2)(g)).

Do commercial roofs in The Villages need a Sumter County permit?

On the Sumter side, yes. Sumter County Building Services provides building services for all five Sumter cities and the unincorporated county, which takes in the Sumter part of The Villages, and it enforces the 2023 Florida Building Code, 8th edition. Applications submitted on or after December 31, 2026 fall under the 9th edition. The Marion County portion of the community is outside Sumter's jurisdiction, so check with that county for a building there.

Can a coating fix a leaking flat roof in The Villages?

Sometimes, but Florida treats it as roofing work. Under Fla. Stat. 489.105, a coating sold to stop leaks, repair, waterproof or extend a roof's life falls inside the roofing contractor's scope. It also has to suit the roof: if water still ponds 48 hours after rain, ask whether the coating is rated for ponding. With 3.96 inches an hour possible in a 100-year storm hour at The Villages, check the drains before anyone sells you a coat.

How often should a commercial roof in The Villages be inspected?

In Sumter County, add a look after each named storm: FEMA designated the county in declarations for Irma in 2017 and Milton in 2024, among others. Routine checks catch ponding, loose seams, worn flashing and clogged drains early.
