Villages build years and the re-roof rules they trigger
Only 15.9% of homes in The Villages were built before 2000 and 33.4% in 2010 or later; roughly half went up in the 2000s. For a re-roof, the line that matters is the code edition, not the decade. The 2004 edition ran from October 1, 2005, and the 2007 edition replaced it on March 1, 2009.
That date decides how much of a roof can be patched before the rest must be replaced. The code caps repair, replacement or recover at 25% of a roof or roof section in any 12 months unless the whole section is brought to current code. Fla. Stat. 553.844(5) lifts the cap only for roofs built, repaired or replaced to the 2007 edition or later. An original roof on a 2007 Villages home does not qualify; a roof replaced under a permit issued since then does.
Pick the color and material after reading the districts' standards. Any change to the outside of the house, a new roof color included, needs an approved Architectural Review Application.

What a permitted re-roof in Sumter County must include

Tear-off to the deck
Taking the old covering off lets the deck be inspected. The code requires a full tear-off when a roof already has two or more layers or is too deteriorated to serve as a base (R908.3).

Deck nailing to today's table
On plywood or OSB decks, staples and 6d nails get supplemental ring-shank nails no more than 6 inches apart; 8d nails spaced wider than 6 inches get filled in to 6 (Table R908.7.1.2).

A secondary water barrier
Whenever a covering is removed and replaced, R908.7.2 requires a secondary water barrier, the layer FEMA says can significantly reduce water getting in when the shingles are lost.

Two inspections
A sheathing or dry-in inspection before the deck is covered, then a final roofing inspection of dry-in, insulation, roof covering and flashing (FBC-B 110.3).
Sumter County Building Services issues the permit under its Re-Roof / Roof-Over type and enforces the 2023 Florida Building Code, 8th edition. Plans review is not part of a re-roof permit, so the inspections carry the weight.

Does the 25% roof rule apply to my Villages home?
It depends on when your current roof was permitted. Florida's 25% rule limits repairs to a quarter of a roof or roof section in 12 months unless the whole section is redone to code, and Fla. Stat. 553.844(5) exempts roofs built to the 2007 code or later. With a median build year of 2007 here, an original roof usually predates that edition, which began March 1, 2009, so the cap applies to it. A roof replaced since then is exempt.

How long does a shingle roof last in The Villages?
Plan on roughly 20 years and inspect well before then. The National Roofing Contractors Association says most new roofs are designed for about 20 years of service, with local climate, installation and upkeep deciding the rest. University of Florida researchers found asphalt shingles tend to come partly unsealed after about four years, especially at exposed corners, so edges deserve a look long before the end. A 2007 Villages home on its first roof is 19 years in.

Do I need a permit to replace my roof in The Villages?
Yes. The Florida Building Code requires a permit to repair or alter a building, and Sumter County Building Services lists a dedicated Re-Roof / Roof-Over permit type for homes on the Sumter side. Expect a sheathing or dry-in inspection and a final roofing inspection. The districts' architectural approval is a separate step: the county permit does not stand in for it, and it does not stand in for the permit.
