How fast The Villages has been building
A third of the homes here, 33.4%, were built in 2010 or later. The Census Bureau's 2020–2024 survey estimates 83,498 residents, plus or minus 1,857, against 79,077 counted in the 2020 Census. Wikipedia's county history credits Sumter's population growth almost solely to the expansion of The Villages.
On the Sumter side, every new roof is permitted and inspected by Sumter County Building Services under the 2023 Florida Building Code, 8th edition, which took effect December 31, 2023, against a 135 mph design wind criterion. Plans drawn now for a spring 2027 start may need a second look, because the 9th edition takes over for applications from December 31, 2026.

Framing
The code's framing inspection comes first, and its checklist names trusses, bracing and connectors once the roof structure stands.

Sheathing and dry-in
Roof sheathing goes down with ring-shank nails, RSRS-03 or RSRS-01 and -04 on thinner panels, and the deck is inspected before it is covered. Covering the deck before that inspection passes is the classic scheduling mistake.

Underlayment
One of three dry-in methods: a fully adhered ASTM D1970 membrane, taped deck joints under an approved underlayment, or two layers of felt-type underlayment fastened to the code schedule.

Roofing inspection and final
Dry-in, insulation, roof covering and flashing are inspected before the final.
Tile, metal and membrane roofs on a builder's job must go to a roofing contractor; a general, building or residential contractor may put down asphalt shingles itself only on a new building of its own construction (Fla. Stat. 489.113(3)).
Two design calls come before trim goes up. If the eaves project less than 6 inches, gutters with downspouts are a code requirement. And roofing product approvals are a statewide requirement, so get the FL numbers before permit submittal.

Which building code applies to a new Villages home permitted in 2027?
The 9th edition. The Florida Building Code's 9th (2026) edition becomes effective December 31, 2026, and permit applications and plans submitted on or after that date must comply with it. A home permitted before then stays under the 8th edition, which Sumter County Building Services enforces today. With 33.4% of Villages homes built since 2010, the newest neighborhoods will include homes under both editions.

What must a builder fix on a new Villages home under Florida law?
Code defects for one year. Since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a newly built home against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code, for one year from closing or first occupancy, whichever comes first. The law leaves out ordinary wear and tear, settling, damage the owner causes and acts of God. On the Sumter side of The Villages, the county permit file shows when the roof passed final inspection.

Can a builder roof its own homes in The Villages?
Only with shingles, and only on its own new buildings. Under Fla. Stat. 489.113(3), a general, building or residential contractor must subcontract roofing work unless it also holds a roofing certificate or registration; the exception lets it install asphalt or fiberglass shingles on a new building of its own construction. Tile, metal and membrane go to a roofing contractor. Either way, Sumter County inspects the sheathing nailing and dry-in against its 135 mph wind criterion.
