Roof repair in Elfers, FL
In 2016, Hurricane Hermine pushed the Anclote River to 25.08 ft at Elfers, about 7 ft over flood stage. Water damaged homes, but wind and rain also test roofs here. Most Elfers roofs need repair work, not replacement. The 25 percent rule decides which one you face.

Storm damage
Where Elfers roofs fail in storms
NOAA lists 7 storm reports tied to Elfers from 2016 to 2025: 3 flood, 2 hail, 1 thunderstorm wind and 1 tornado. The largest hail was 1.00 in. Hail bruises shingles and knocks off granules. Wind lifts tabs and tears off ridge caps.
Of the 6,801 housing units here, 77 percent were built before 1980. Pasco County overall is at 28 percent. Older flashing, vent boots and valleys are where leaks tend to start, because the code requires flashing at wall intersections, slope changes and roof openings.
After wind, take a careful look at your ridge vents. FEMA found that lost ridge vents expose large openings in the deck, and one example house had ceilings collapse from damage limited to the ridge. Ian in 2022 caused damage in Pasco that NOAA described as mostly minor and limited to shingles and downed trees.
The 25% rule
Whether to repair or replace comes down to the 25 percent rule
In any 12-month period, the Florida Building Code caps repair, replacement or recovering at 25 percent of a roof or roof section. Once work goes beyond that limit, you have to redo the entire roof or section. Insurance does not enter into this line. It is the code.
One exception matters. A roof that was itself built, repaired or replaced to the 2007 code or any later edition only needs the repaired part to meet current code. Elfers has a median build year of 1975, but a home's age says nothing about which code its roof meets. Ask your roofer to find out when your roof was last done.
For roofs 15 years or older, Florida law lets you have an authorized inspector check the roof at your expense. If it shows 5 or more years of useful life, your insurer may not refuse or non-renew solely for age. How that rule fits your policy is a question for your insurer or agent.
Next steps
Safe steps after a storm and permits
Stay off a wet or damaged roof. Look from the ground for missing shingles, lifted ridge caps and torn soffits. Indoors, look over the attic and ceilings for stains. Tarp or photograph what you can from the ground. Elfers saw a tornado on 2022-05-31 that dropped a tree on three cars, so check for fallen limbs before anything else.
Because Elfers is an unincorporated community, Pasco County Building Construction Services handles your roof permits. Small repairs may be allowed without a permit at the building official's approval, so confirm with the county before work starts. Mobile homes, 9.9 percent of housing units here, follow the HUD code, so ask the county how your roof is handled.
Questions
Roof repair in Elfers: questions
What is the 15 year roof rule in Florida?
Under Fla. Stat. 627.7011(5), if your roof is 15 years or older, your insurer must allow you to have an authorized inspector check it at your expense before requiring the roof to be replaced. If that inspection shows 5 or more years of useful life remaining, the insurer may not refuse to issue or renew your policy solely because of the roof's age. For a roof under 15 years old, the insurer may not refuse a policy solely for age. In Elfers, the median year homes were built is 1975, so many owners may face this question. Your insurer or agent can explain how this fits your policy.

Does a small roof repair in Elfers need a permit?
Elfers is unincorporated, so permits fall to Pasco County Building Construction Services. The Florida Building Code lets the building official approve ordinary minor repairs without a permit, so it is the county's call. Confirm with the county building office before work starts, and ask what counts as minor for your repair.

How much of my Elfers roof can I repair at once?
The code caps repair, replacement or recovering at 25 percent of the roof or roof section in 12 months. Past that point, you must redo the entire roof or section. You qualify for the exception only when the roof was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition. Your roofer can help you work out which applies.
