Where San Antonio roofs fail in a storm
Pasco County has been named in FEMA disaster declarations for Hermine in 2016, Irma in 2017, Ian in 2022, Idalia in 2023 and Debby in 2024. Most of what Ian did here was minor, and it stayed with shingles and fallen trees. Debby dropped 8.74 inches near Zephyrhills.
FEMA field teams found that damaged roof covering is a primary source of water getting into homes. Leaks also track the code's flashing locations: wall and roof meetings, changes of slope, and openings such as vent pipes. If you see a stain, check those spots first.
Ridge vents deserve a look. When they blow off, they leave a large opening in the roof deck, and FEMA recorded collapsed ceilings from lost ridge shingles and vent alone. Soffits have also performed poorly in hurricanes, so look at the overhangs from the ground.

Repair or replace: the 25% rule
Under Florida's code, repairs may touch no more than 25 percent of a roof or roof section across any 12-month period. If repairs would extend past that point, the whole roof or the affected section needs to be replaced. The main legal dividing line between repairing and replacing a roof is that 25 percent cap.
There is an exception. Roofs built, repaired or replaced under the 2007 Florida Building Code or a later edition only need the repaired portion brought up to current code. The median San Antonio home dates to 1996, but that describes homes, not roofs, so check your own roof's permit history.
About 31 percent of housing units here were built before 1980, and 89.1 percent of occupied homes are owner-occupied. Many owners therefore hold an older home and decide on repair versus replacement themselves.

What is the new law in Florida about roofs?
Two rules matter most for San Antonio homeowners. Under Fla. Stat. 553.844(5), a roof built or repaired to the 2007 Florida Building Code or later only needs the repaired part brought to current code. A policyholder cannot assign post-loss insurance benefits when the policy was issued on or after January 1, 2023. Confirm details with the Dade City Building Department and your insurer.

When does repair turn into a full replacement?
The 25 percent rule sets the line. If more than 25 percent of a roof section is repaired in 12 months, the whole section must be replaced or recovered, unless the roof meets the 2007 code exception. Roof age and the 1996 median home build year in San Antonio do not settle this, so check your permit records.
