Roof repair in Shady Hills, FL
Water covers only 1.7 percent of Shady Hills, so the roof problems here come from wind and rain, not rising water. Hurricane Ian in 2022 put gusts of 50 to 65 mph on Pasco County, and damage was mostly limited to shingles.

Storm damage
Where Shady Hills roofs fail in a storm
Pasco County has been under four federal disaster declarations in a row for named storms: Hermine, Irma, Ian and Idalia, followed by Debby in 2024. Hermine dropped 15.40 inches of rain near Port Richey. Debby brought 6 to 10 inches. Rain like that finds any gap in a roof.
Leaks usually start where the code requires flashing: wall and roof joints, changes of slope, and openings such as vent pipes and chimneys. Ridge vents are another weak point. FEMA found that losing a ridge vent can open a large hole in the deck, and ceilings have collapsed in a house whose only visible damage was lost ridge shingles and vent.
In Pasco, the damage from Ian was mostly minor, confined to shingles and downed trees. After wind like that, look for missing, cracked or curled tabs, bare asphalt, and stains on ceilings or in the attic.
Repair or replace
Shady Hills homeowners deciding between repair and replacement need to know the 25% rule
Within any 12-month period, patching under Florida's code is capped at 25 percent of a roof or roof section. Once repairs go beyond that, you must replace or recover the whole roof or section. The exception applies only when the roof itself was built, repaired or replaced under the 2007 Florida Building Code or a later edition. A local government cannot change that exception.
Nearly half of Shady Hills housing units, 48.3 percent, are mobile homes. Those roofs follow the HUD code rather than the Florida Building Code's site-built rules. Ask whoever inspects your roof which standard applies to yours before you plan a repair.
Homes here have a median build year of 1990, and 21 percent of units predate 1980. That suggests some roofs have been patched more than once. Count any repairs in the past 12 months before deciding on another patch.
Permits, safety
Permits and safe steps after a storm
Shady Hills is an unincorporated community, so roof permits go through Pasco County Building Construction Services. A building official may approve ordinary minor repairs under the code without requiring a permit. Confirm with that office whether your repair qualifies.
- Stay off a wet or damaged roof. Photograph damage from the ground.
- Cover openings with a tarp from inside the attic only if it is dry and safe.
- Report any claim to your insurer yourself. Notice is due within 1 year of the loss date.
Florida law bars roofers from urging you to file a claim or advising you on coverage. Check your policy with your insurer or agent before signing any roofing contract.
Questions
Roof repair in Shady Hills: questions
What is the 25% roof rule in Florida?
Unless the entire roof or section is replaced or recovered, no more than 25 percent of it may be repaired, replaced or recovered within any 12-month period. One exception exists: if the roof was built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired part must meet current code. In Shady Hills, where the median home was built in 1990, check your roof's history first.

Does a small roof repair in Shady Hills need a permit?
It depends on the building official. Under Florida's code, ordinary minor repairs can proceed when the official approves them, with no permit required. Shady Hills is unincorporated, so the office is Pasco County Building Construction Services. Confirm with them before work starts, because a larger repair does need a permit.

Does my insurer decide when my roof must be replaced?
Not on age alone. When your roof is 15 years or older, your insurer must allow an authorized inspector to check it, and you pay for that inspection. An insurer may not refuse or non-renew solely because of age when the inspector finds 5 or more years of useful life remaining. With 91 percent of Shady Hills homes owner-occupied, many owners may face this. Ask your insurer or agent.

How long do I have to report storm damage?
A new or reopened property claim is barred unless your insurer is notified within 1 year of the date of loss. A supplemental claim has 18 months. Pasco County had disaster declarations for Hermine in 2016 and Debby in 2024, so keep dated photos. Contact your insurer directly.
