Roof repair in Land O' Lakes, FL

In July 2019, lightning was suspected of starting an attic fire in a Land O' Lakes house. Storms here reach the roof and the attic under it. Wind, rain and lightning each break a roof in different spots, and the repair-or-replace line follows a state rule.

Where Land O' Lakes roofs fail in a storm

A brief EF1 tornado in November 2018 condemned two homes near Land O' Lakes because of significant roof damage. Hurricane Irma in 2017 put a 48-knot gust on the local weather station. Hurricane Debby in 2024 peaked at 44 mph near town.

Wind rarely removes a whole roof. It starts at weak points. FEMA field teams found that damaged roof covering is a primary source of water intrusion, and that leaks follow the places where flashing is required: wall and roof joints, changes of slope, and openings.

  • Flashing at sidewalls, chimneys and vent pipes
  • Ridge vents and ridge shingles, where a lost vent opens a large hole in the deck
  • Valleys and slope changes
  • Soffits, which FEMA says have performed poorly in hurricanes
  • Shingle tabs that are missing, loose or cracked

Pasco County storms from Ian in 2022 left damage described as mostly minor and limited to shingles and downed trees. Small shingle loss still lets water into the deck during the next rain.

Repair or replace

Patch the roof or tear it off

Florida's building code sets a patching ceiling. Once repairs, replacement or recovery would touch more than a quarter of the roof area or roof section inside 12 months, the entire roof or section has to be redone. That ceiling is the legal line between a repair and a replacement.

The code carves out one exception. A roof built, repaired or replaced under the 2007 Florida Building Code or any later edition only needs the new work to match current code, and a county cannot amend that. The median Land O' Lakes home dates to 1999, so many roofs here are likely older than that edition and may not qualify.

The code defines roof repair as renewal of part of an existing roof for maintenance. For a small job, the building official decides if a permit is needed, and in Land O' Lakes that is Pasco County Building Construction Services, because the town is unincorporated.

What to do safely after a storm

Stay off the roof. From the ground, look for missing tabs, exposed felt or a sagging line. Inside, check the attic and ceilings for stains or wet insulation, which FEMA links to mold growth.

Hurricane season runs June 1 to November 30, and the NWS rainy season in this area runs May 25 to October 10. Many Land O' Lakes homes are owner-occupied, 82.9 percent by the Census count, so most repair decisions rest with the homeowner.

For insurance, talk to your insurer or agent about coverage and deadlines. A contractor may not advise you on policy terms or offer anything of value for an inspection or claim. Florida law bars a new claim unless notice reaches the insurer within 1 year of the loss.

What is the 25% roof rule in Florida?

Florida's code caps patching at 25 percent of a roof or roof section in any 12-month stretch. Past that, the whole roof or section has to be replaced or recovered. An exception covers roofs built or redone to the 2007 Florida Building Code or later, where only the new work must meet current code. A county cannot change that exception. Many Land O' Lakes homes date from around 1999, so check your roof's history first.

Does a roof repair in Land O' Lakes need a permit?

Ask Pasco County Building Construction Services. Land O' Lakes is an unincorporated community, so the county handles permits. The state code lets a building official approve ordinary minor repairs without a permit, so small jobs are that office's decision. Larger repairs generally need one. Plans review is not required for reroofs, but the permit and inspections still apply.

What is the new law in Florida about roofs?

Two rules matter most to homeowners. Fla. Stat. 627.7011(5) bars an insurer from dropping a policy only because the roof is under 15 years old. For older roofs, an inspection showing 5 or more years of useful life limits refusal for age alone. Fla. Stat. 489.147 also bars contractors from soliciting roof claims. Pasco County grew 20.0 percent from April 2020 to July 2025, so many newer roofs now sit in this age bracket. Confirm current details with your insurer.
