Where Bayonet Point roofs fail in storms

Pasco County's recent storms point to shingles first. Ian in 2022 brought gusts of 50-65 mph, and damage was described as mostly minor and limited to shingles and downed trees. Idalia in 2023 added gusts of 45-55 mph.

About 54% of homes here were built before 1980. Many of these roofs have been patched more than once, and old patches are often where water gets in.

FEMA's field teams found the same pattern after hurricanes. Leaks track the places the code requires flashing: wall and roof intersections, changes of slope, and roof openings. Lost ridge vents can leave large openings in the deck, and in FEMA's example house the ceilings collapsed although the only roof damage was ridge shingles and ridge vent.

  • Missing, cracked or curling shingle tabs and bare asphalt
  • Flashing that has pulled up around walls, chimneys and vent pipes
  • Ridge vent or ridge shingles torn loose
  • Stains on ceilings or damp insulation in the attic

Lightning also reaches roofs. In 2016 a strike to Bayonet Point Medical Center caused a fire on its roof and damaged the electrical system.

Florida 25% rule

Deciding between repair and replacement, and how the 25% rule factors in

Florida's building code caps patching at 25 percent of a roof or roof section in any 12-month period. Once repairs pass that threshold, the whole roof section has to be replaced or recovered.

There is one exception. If the roof was itself built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired part must meet current code. Do not assume this from your home's age. Ask your building office about the roof's permit record.

Roof permits for Bayonet Point go through Pasco County Building Construction Services, because it is an unincorporated community. Small repairs may be allowed without a permit at the building official's discretion, so ask before work starts.

What is the 25% roof rule in Florida?

If you repair, replace or recover more than 25 percent of a roof section in 12 months, the code requires redoing the whole section. The exception covers a roof already built or repaired to the 2007 Florida Building Code or later. If that happens, today's code requirements cover just the section that was repaired. Pasco County Building Construction Services handles permits for Bayonet Point, so confirm there.

Ask for the permit plan in writing and who pulls it, because that one request shows you a lot about how a roofer works. Florida bars roofing contractors from offering anything of value for an inspection or claim, or advising on coverage. Any contract for a residential roof has to include a notice telling you to confirm coverage with your insurer before you sign. Check the state license yourself. Keep in mind that the median year homes were built here is 1979, so older roofs often hide decking problems, and a straight roofer will explain what they find rather than guess.
