Where Port Richey roofs fail in a storm
Hurricane Ian reached Pasco County in 2022 with gusts of 50 to 65 mph, and the damage was described as mostly minor and limited to shingles and downed trees. Loose or missing shingles come first, then the edges and openings where wind gets underneath.
After storms, FEMA field teams repeatedly traced water intrusion to damaged roof covering. Leaks usually track the places the code requires flashing: wall and roof intersections, changes of slope, and roof openings such as vent pipes and chimneys.
Check the ridge line after any wind event. FEMA notes that losing a ridge vent can open a large hole in the roof deck, and ceilings have collapsed in a house whose only roof damage was lost ridge shingles and ridge vent. Soffits have also performed poorly in hurricanes.
Mobile and manufactured homes make up 15.3 percent of Port Richey housing units. If yours is one, ask any roofer how the work fits the HUD code that governs your home.

The 25% rule and your repair
The building code limits patching to 25 percent of a roof or roof section in any 12-month period. Past that line, the entire covering must be redone, unless the roof itself was built, repaired or replaced to the 2007 Florida Building Code or later.
When that exception applies, only the repaired part must meet current code, even if more than 25 percent is redone. State law bars cities from changing the exception, so Port Richey cannot add its own version. Permits go through City of Port Richey Development Services, which reported 486 building permits issued or approved in fiscal year 23/24.
Whether a small repair needs a permit is the local building official's decision, so confirm with the city before work starts. Insurance has a separate age rule: at 15 years or older, you may pay for an authorized inspector to check your roof, and an insurer may not refuse or non-renew you for age alone if 5 or more years of useful life remain.

- Stay off the roof. Check from the ground for missing shingles, lifted ridge caps and bent flashing.
- Look in the attic for daylight, wet insulation or stains on the underside of the decking.
- Photograph everything and keep the dated pictures.
- Cover openings only if you can do it without climbing, and keep receipts.
- Tell your insurer promptly. A new or reopened claim is barred unless notice reaches them within 1 year of the date of loss.
Florida law bars roofing contractors from urging a roof insurance claim or advising on what a policy covers. Coverage questions belong with your own insurer. Seasonal homes are 16 percent of Port Richey housing units, so an owner who is away after a storm should ask someone to check the roof and attic from the ground.

What is the 25% roof rule in Florida?

Can my insurer drop me because my roof is old?
Roof age by itself does not settle it. After your roof turns 15 years old, you can pay an authorized inspector out of pocket to examine it. A finding of 5 or more years of useful life means the insurer may not refuse or non-renew you solely for age.
