Atlas 14's numbers for Mascotte climb with storm rarity: 9.28 inches an hour for a 10-year, 5-minute burst, 10.6 for a 25-year and 12.6 for a 100-year. Over a full hour the rates drop to 2.09 inches for a 2-year storm and 2.84 for a 10-year. Across ten Florida points, NOAA's 10-year, 5-minute figure runs from 8.71 at Orlando to 11.3 at West Palm Beach, so Mascotte sits inside that range, nearer the low end.

The yearly totals tell the season. NOAA's 1991–2020 normals give Leesburg 43.78 inches a year with 19.49 from June through August, and the Clermont 9 S station 50.64 inches with 23.48 in summer. Hurricane Milton added 11.26 inches in one storm at a gauge northeast of Groveland.

Gutter joints are a code item too: the residential code calls for metal or approved plastic with lapped, soldered or caulked joints and corrosion-resistant fasteners that suit the gutter metal. Mixed metals are worth checking on Mascotte's older houses, the 39.8% built before 2000.

Sizing

Sizing gutters for a 9.28-inch burst

Florida's plumbing code rates gutter capacity by size and slope. At a 1/8-inch-per-foot slope, a 5-inch half-round carries 74 gallons a minute and a 6-inch carries 110, about 49% more. The trade conversion is 96.15 square feet of roof per gallon a minute at 1 inch an hour of rain.

Are gutters required on a Mascotte house?

Only where the eaves are short. Florida's residential code requires gutters and downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or a roof that drains onto another roof, and it requires downspouts to discharge at least 1 foot from the wall. On deeper eaves gutters are a choice, and with Leesburg's normals showing 19.49 inches of rain from June through August, it is a choice worth making on purpose.

How often should Mascotte gutters be cleaned?

Plan on at least twice a year, more under trees. A Florida home insurer's guidance says spring and fall, and more often under overhanging trees. UF/IFAS puts pollen season from January to June, peaking in March and April, and the heaviest pine-needle fall from September through November. A late-spring cleaning clears the gutters before June through August, when the Clermont 9 S station averages 23.48 inches of rain.

Do I need a permit to install gutters in Mascotte?

Ask the City of Mascotte Building Department before you start. Florida's administrative code lists siding, soffit, fascia and gutters in one specialty contractor scope, and roofing contractors may replace fascia during a roof job, but state rules don't settle for every town whether a gutter-only job needs a permit. Mascotte runs its own permitting through an online portal, so the city's answer is the one that counts.
