Gutters in Leesburg, FL
Leesburg's airport station records 43.78 inches of rain in a normal year, the lowest of ten Florida normals stations compared here, yet NOAA Atlas 14 puts the city's five-minute rate in a 10-year storm at 9.29 inches an hour. Gutters overflow in that burst, not in the yearly average, so the burst is what to size for.

Local know-how
A dry year on paper, hard bursts in practice
Miami's normals station, by contrast, averages 67.41 inches a year. Short bursts are another matter: the 10-year, five-minute rate at Leesburg's 2020 Census point beats the 8.71 inches an hour Atlas 14 gives Orlando, and the 100-year burst reaches 12.8. June through August averages 19.49 inches at the airport.
Irma left 10.13 inches on a Leesburg gauge in 2017, and Milton dropped 8.89 inches 5.5 miles south of town in 2024. In a city set between Lake Harris and Lake Griffin, the code's firm rule is about the house itself: downspouts must discharge at least 1 foot from the wall.
Milton's 72-knot gust at the airport tests gutter hangers too: one hidden-hanger maker spaces its hangers 24 inches apart as standard and 16 inches in storm-prone areas for added uplift resistance. On the 68 percent of homes built before 2000, check the fascia those hangers screw into; Florida's contractor rules let a roofing contractor replace fascia as needed during roof work.

Sizing
How to size a gutter run for a 9.29-inch burst
- 01
Measure the roof area
Take the plan area of the roof section that drains to one run, measured flat as if seen from above.
- 02
Adjust for pitch
Multiply by the industry factor: 1.00 up to 3 in 12, 1.05 for 4 to 5, 1.10 for 6 to 8, 1.20 for 9 to 11, 1.30 at 12 in 12.
- 03
Pick the design rain rate
SMACNA-style gutter tables use the five-minute, 10-year rate: 9.29 inches an hour here. The plumbing code sizes drains on the 100-year hourly rate, 3.91, which gives a very different answer.
- 04
Convert to flow
One gallon a minute drains 96.15 square feet at 1 inch an hour, so flow is design area times rate, divided by 96.15.
- 05
Match gutters and downspouts
The plumbing code rates half-round gutters at 1/8-inch fall at 74 gallons a minute for 5-inch and 110 for 6-inch, and round downspouts at 92 for 3-inch and 192 for 4-inch.
Worked through for one Leesburg run: 1,000 square feet of plan area at a 6-in-12 pitch counts as 1,100 square feet. At 9.29 inches an hour that is about 106 gallons a minute, within a 6-inch half-round's 110 but well past a 5-inch's 74, and within one 4-inch round downspout or two 3-inch ones. This is arithmetic on code and NOAA numbers, not a code requirement; a measured roof plan sets the real answer.

Rain on your roof
Preset: 6.04 inches, the 10-year 24-hour rain (NOAA Atlas 14 at Leesburg).
7,526 gallons run off that roof, all of it toward the gutters and downspouts.
Math: square feet × inches × 0.623 gallons.
Questions
Gutters in Leesburg: questions
Do I need a permit to install gutters in Leesburg?
No Florida code section read for this page sets a permit rule for gutters alone. The building code requires a permit to alter or repair a building and lets the building official waive one for ordinary minor repairs, so for a city address the City of Leesburg Building Department makes that call. What the code does require is gutters with downspouts on buildings whose eaves project less than 6 inches.

Should 20-year-old gutters on a Leesburg house be replaced?
Condition decides, not age, and the residential code supplies the standard. Gutters must be metal or plastic approved for outdoor use, with lapped, soldered or caulked joints, and fastened with corrosion-resistant hardware that matches the gutter metal. Joints that drip, fasteners that rust or hangers that let a run sag all fall short of it. On the 68 percent of Leesburg homes built before 2000, press on the fascia behind the gutter too, since soft or stained wood will not hold new hangers.

Do oak trees make gutters on Leesburg homes clog faster?
Under a big canopy, yes. UF/IFAS lists leaf and fruit litter as a drawback of the southern live oak, a tree whose crown can spread 60 to 120 feet. Oak pollen peaks in March and April, and pine needles fall hardest from September through November. A Florida home insurer advises cleaning gutters at least twice a year, and more often under overhanging trees. In Leesburg, a clear run matters most before June, when the airport station's 19.49-inch summer begins.
