Florida's plumbing code sizes a gutter by the flow off the roof it serves (§1106.6). Downspouts are rated too: 92 gallons a minute for a 3-inch round leader and 192 for a 4-inch.
Steeper roofs shed more water per foot of gutter: the sizing tables multiply plan area by 1.05 for a 4- or 5-in-12 pitch, 1.10 for 6 to 8, 1.20 for 9 to 11 and 1.30 for 12-in-12.

Florida's residential code requires gutters and downspouts only where eaves project less than 6 inches, gable rakes and roofs above other roofs excepted, and every downspout must discharge at least 1 foot from the wall, by pipe, extension or splash block (R318.5).
A plateau town above Lakes Dora, Gertrude and Beauclair has plenty of downhill, and Lake County as a whole is 18.9% water, with 250 named lakes. Point each downspout where the yard falls away from the house, and keep the discharge off walks and a neighbor's lot.
The code also sets materials: metal or outdoor-grade plastic, joints that are lapped, soldered or caulked, and corrosion-resistant fasteners that suit the gutter's metal (R903.4.2). On the 60.9% of Mount Dora homes built before 2000, check old hangers and seams before adding guards or new runs.

Is it bad for a Mount Dora house to have no gutters?
Not by code, if the eaves are deep enough. Florida requires gutters with downspouts only where eaves project less than 6 inches. The same code section, which deals with termite protection, wants roof water discharged at least a foot from the wall wherever downspouts exist. Without gutters, a 9.13-inch-an-hour burst sheets straight off the eave onto the soil beside the slab, and on a house from Mount Dora's 1993 median that splash line has had decades to wear.

What clogs Mount Dora gutters, and when?
Oak and pine litter, mostly. UF/IFAS lists the southern live oak's leaves and fruit as a litter problem on a tree that spreads 60 to 120 feet, puts Florida's pollen peak in March and April, and dates the heaviest pine needle fall to September through November. Tower Hill, a Florida insurer, advises cleaning at least twice a year, spring and fall, and more often under overhanging trees. A spring cleaning also readies the system for June, when the Leesburg airport's wettest stretch begins: 19.49 inches from June through August.

Should new gutters go on during a Mount Dora re-roof?
It is the easiest moment for them. During a re-roof the eave is open: the code runs the eave drip edge 2 inches back onto the roof and 1/2 inch below the sheathing, and a roofing contractor's scope covers fascia repair or replacement as needed during the roof work. On the 60.9% of Mount Dora homes built before 2000, the fascia has faced more than 25 years of weather, so check it while the edge is exposed. New gutters hung on sound fascia after the drip edge is set will not need to come off again.
