Atlas 14's figures for Astatula: 9.14 inches an hour in a 10-year, 5-minute burst, 10.5 in a 25-year and 12.5 in a 100-year; over a full hour, 2.84 for a 10-year storm and 3.9 for a 100-year. Those sit within the range NOAA shows across ten pulled Florida points, from 8.71 at Orlando to 11.3 at West Palm Beach.

Year-round totals come from NOAA's normals: Clermont 9 S averages 50.64 inches, 23.48 of them from June through August, and Leesburg 43.78. Lake County is water country, with 18.9% of its area in lakes and other water bodies.

Downspouts matter as much as the gutters. On Astatula's 932 homes, 60.3% of them built before 2000, older systems may predate today's code, which wants every downspout to discharge at least a foot from the sidewall by underground pipe, extension or splash block.

Sizing

Gutter math for 9.14 inches an hour

Florida's plumbing code sizes horizontal gutters on flow rate. Its table gives 39 gallons a minute for a 4-inch half-round at 1/8-inch slope, 74 for a 5-inch and 110 for a 6-inch. One gallon a minute drains 96.15 square feet of roof under an inch an hour of rain, per the SMACNA-based tables.

At 9.14 inches an hour that works out to roughly 410 square feet of plan area for a 4-inch, 780 for a 5-inch and 1,160 for a 6-inch, before a pitch factor of up to 1.30 on steep roofs. That is our arithmetic on the cited numbers. It also shows why the sizing basis matters: on the 100-year, 1-hour rate of 3.9 inches, the same 6-inch would cover more than twice as much.

Where eaves overhang less than 6 inches, gutters with downspouts aren't optional under the residential code, except at gable rakes or where one roof drains onto another.

How far from an Astatula house must downspouts discharge?

At least 1 foot from the sidewall, under Florida's residential code, whether through underground pipe, a tail extension or a splash block. The rule lives in the code's termite-protection section, which tells you why water against the slab matters. On a lot near Little Lake Harris or anywhere else in town, run extensions farther where the ground slopes back toward the house.

Is a 5-inch gutter big enough for Astatula rain?

For small roof areas per downspout, yes; for big ones, step up. At Astatula's 9.14 inches an hour, a 5-inch half-round at 1/8-inch slope drains roughly 780 square feet of plan area by the plumbing code's 74-gallon rating, and a 6-inch about 1,160. A 6-inch carries about 49% more than a 5-inch at the same slope, and extra downspouts shorten each run. Summer is the test: NOAA's Clermont 9 S station averages 23.48 inches from June through August.

Does it rain harder in Astatula than elsewhere in Florida?

Not in the short bursts. NOAA Atlas 14's 10-year, 5-minute rate at Astatula's point is 9.14 inches an hour, inside the 8.71 to 11.3 range across ten Florida points NOAA lists, with West Palm Beach at the top. Yearly totals are lower here than on that coast: Leesburg averages 43.78 inches against 61.75 at West Palm Beach. Gutter sizing follows the burst, so the difference in yearly totals matters less than it looks.
