Gutters in Lady Lake, FL
NOAA's Atlas 14 puts the 10-year, five-minute downpour in Lady Lake at 9.47 inches an hour, against an annual normal of 43.78 inches at the Leesburg airport. That short burst, not the yearly total, is what gutters in Lady Lake have to carry, and Irma's 11.03 inches here in 2017 showed what a long storm adds.

Local know-how
The Villages-area rain math
Worked out at The Villages-area Atlas 14 rates next door, a 6-inch half-round gutter at a 1/8-inch-per-foot slope serves about 2,671 square feet of roof plan area on the plumbing code's 100-year, one-hour basis, but only about 1,107 square feet on the five-minute, 10-year burst. The design basis changes the answer by more than double.
Lady Lake's own numbers sit close: 9.47 inches an hour for the five-minute, 10-year burst and 3.94 for the 100-year hour. The plumbing code sizes gutters on the flow from the roof surface (§1106.6), so a long roof plane draining to one corner is the first place to check for overflow.
Upkeep
Hangers, needles and where the water lands
Hangers hold a full gutter in a storm. One hidden-hanger maker lists 24 inches on center as standard spacing, and for storm-prone areas recommends its clip option at 16-inch spacing for added uplift resistance.
Debris is the other load. Pine needles fall hardest from September through November, and Florida's pollen peaks in March and April. Tower Hill, a Florida insurer, advises cleaning gutters at least twice a year and more often under overhanging trees.
Where the water lands matters as much as how it is caught: the code sends every downspout at least a foot from the wall (R318.5). On a house from the town's 1994 median, check that old downspouts still reach that far.

Questions
Gutters in Lady Lake: questions
Should I replace 20-year-old gutters on my Lady Lake home?
Replace them if they fail the code's basics or the storm test. Florida's residential code wants gutters of metal or outdoor-rated plastic, with lapped, soldered or caulked joints, fastened with corrosion-resistant hardware compatible with the gutter. Look for sagging runs, dripping seams, rusted fasteners and downspouts that empty against the wall. On a house from Lady Lake's 1994 median, original gutters are well past 20 years, and a re-roof is the natural time to resize them for the town's five-minute burst.

Do gutter guards work under Lady Lake's oaks?
They help, but none removes the chore. In Consumer Reports' testing, fine-mesh screens outperformed screens with larger holes, yet even the top-scoring screen was only middling at containing a severe downpour, and guards may still need brushing in high-pollen areas. Live oaks, which UF/IFAS lists as a litter problem, can spread 60 to 120 feet, and pollen season runs from January to June. Weigh any guard against summer storms, when the Leesburg airport averages 19.49 inches from June through August.

Do I need a permit to install gutters in Lady Lake?
Ask Town of Lady Lake Building Services before work starts; it handles permitting, plan review and inspections for the town, so it decides whether a gutter job needs a permit. What the state code does settle is how gutters are built and where the water goes: metal or outdoor-rated plastic with sealed joints and compatible fasteners, and downspouts discharging at least a foot from the wall. Gutters are mandatory on homes whose eaves project less than 6 inches.
