Gutters in Tavares have to handle the burst, not the yearly total, and that burst decides gutter width, downspout count and where the water lands.

Sizing gutters for a 9.18-inch burst
Florida's plumbing code sizes gutters by the flow coming off the roof surface (§1106.6), and downspouts by what each leader carries: 92 gallons a minute for a 3-inch round, 192 for a 4-inch round. Pitch adds load, since the sizing tables multiply plan area by up to 1.30 for a 12-in-12 roof.
The storm you design for changes the answer. The plumbing code's basis is the 100-year, one-hour rate, 3.9 inches an hour at Tavares; the five-minute, 10-year burst is 9.18. Worked through on nearby Atlas numbers, switching between those two bases changes the roof area one gutter can serve by more than double. Milton tested the difference with 8.55 inches at Tavares in a single 2024 storm.
Code and lakes
Downspouts, eaves and lakefront lots
The residential code requires gutters with downspouts where eaves project less than 6 inches, except at gable rakes, and every downspout must empty at least a foot from the wall by pipe, extension or splash block (R318.5). Oddly, the rule lives in the code's section on termite protection.
Tavares sits on an isthmus between Lake Eustis and Lake Dora, in a county where water covers 18.9% of the total area. Grade decides whether roof water heads for the lake or back toward your slab, so plan each discharge point with the yard's slope.
Joints and fasteners are code items too: gutters must be metal or plastic rated for outdoor exposure, with lapped, soldered or caulked joints and corrosion-resistant fasteners that match the gutter (R903.4.2). On the 53.8% of Tavares homes built before 2000, those joints and hangers are the first places to look. Trees set the cleaning schedule. A southern live oak can spread 60 to 120 feet and drops heavy litter, pollen season runs January to June, and pine needles fall hardest from September through November (UF/IFAS).

Why do so many Tavares homes have no gutters?
Because Florida's code only requires them where the eaves are short. Gutters with downspouts are mandatory on buildings whose eaves project less than 6 inches, so a house with wider eaves meets the code without them. That is a minimum, not advice. With the Leesburg airport averaging 19.49 inches of rain from June through August, water that drops straight off the eave lands beside the foundation and splashes the walls. Gutters and downspouts carry it at least a foot out, the code's own distance.

Do I want 5-inch or 6-inch gutters in Tavares?
Six inches is the safer choice for a large or steep roof. In the plumbing code's table, a 6-inch half-round gutter carries 110 gallons a minute at a 1/8-inch slope against 74 for a 5-inch, about 49% more. Measure your largest roof plane, check its pitch, and size for the five-minute burst rather than the monthly total. The Leesburg gauge's June-to-August normal is 19.49 inches, and much of it lands in short, hard storms that test a gutter's capacity rather than its length.

How often should Tavares gutters be cleaned?
Twice a year at minimum, and more often under heavy canopy. Tower Hill, a Florida home insurer, recommends cleaning gutters at least twice a year, typically spring and fall, and more often with overhanging trees or frequent storms. Around Tavares that points to once after the spring oak drop and pollen, before June, and again after the fall needle drop. Clogged gutters overflow in exactly the storms they were built for, and Milton's 8.55 inches would have found every blocked downspout.
