Lake County's NOAA normals stations record from 43.78 inches a year at Leesburg's airport to 50.64 inches at a station south of Clermont.
Older houses add a carpentry question. With 76.0% of Eustis homes built before 2000 and a 1986 median, the fascia boards that hold gutter hangers are often as old as the house, and the code wants gutters securely fastened with corrosion-resistant hardware. Florida's contractor rules let a roofing contractor repair or replace fascia as needed during roof work, and the specialty structure contractor scope also covers soffit, fascia and gutters.
Where the water goes matters on lakefront lots. Downspouts must discharge at least 1 foot from the wall by splash block, extension or underground pipe, and the code requires gutters at all only where eaves project less than 6 inches.

Does Florida code require gutters on a house in Eustis?
Only when the eaves are short. FBC-Residential R318.5, with the same text in FBC-Building 1503.7, requires gutters and downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or on a roof above another roof. Wherever downspouts are used, they must discharge at least 1 foot from the wall. On a lot near Lake Eustis, sending that water away from the foundation and toward the yard's low side is the practical goal.

Enough to keep up with the gutter in a burst. The plumbing code rates a 3-inch round leader at 92 gallons a minute and a 4-inch round at 192. At the 9.18-inch-an-hour five-minute rate Atlas 14 gives Eustis, that is roughly 964 and 2,011 square feet of roof plan area per downspout, using the industry figure of 96.15 square feet per gallon a minute at 1 inch an hour. When should gutters be cleaned in Eustis?
Twice a year at minimum, timed to the trees. UF/IFAS puts Florida's pollen season from January to June with a March and April peak, and pine needles drop most heavily from September through November, so a late-spring cleaning and a late-fall cleaning catch the two big loads.
