Flat roofs, drains and the Mount Dora code check

New low-slope roofs need at least a quarter inch of fall per foot, whether the membrane is built-up, modified bitumen, single-ply, spray foam or liquid-applied (§1507). The code calls drainage positive when the roof is dry within 48 hours of rain. Storm drains are sized on the 100-year hourly rainfall rate, which NOAA's Atlas 14 puts at 3.91 inches an hour in Mount Dora (FBC-Plumbing §1106.1).

Parapets change the drainage math. Where a raised edge would trap water if the main drains back up, the code requires secondary drains or scuppers (§1503.4.1). On an older downtown building, confirm those overflows exist and are clear before summer; the Leesburg airport station averages 19.49 inches of rain from June through August.

Rooftop units get a break the code spells out: existing equipment does not have to be brought up to code during a re-roof unless it is being replaced or moved and does not comply (FBC-B 102.8).

Permits and boards

The City of Mount Dora Building Division handles permitting, plan review and inspections for alterations inside the city, and owners in the historic district should raise any change of roof color or profile with it before bidding the job. Owners hold only 61.7% of the city's occupied homes, so a good part of its roof stock belongs to landlords.

Before the first inspection, a Notice of Commencement has to be recorded and posted on the job site (FBC-B 105.8), and the permit card warns that skipping it can mean paying twice for the improvements. A permit lapses if work does not start within 6 months of issue or stops for 6 months (FBC-B 105.4.1).

Condominium boards run on their own deadline. A residential association must complete a structural integrity reserve study at least every 10 years for each building of three or more habitable stories, and the roof is the first item it covers (Fla. Stat. 718.112(2)(g)). Lake County sits outside the High-Velocity Hurricane Zone, so its commercial roofs follow the code's standard chapters.

Can a flat roof on a Mount Dora building be recovered instead of torn off?

Only if it passes the code's tear-off tests. A new layer cannot go over a roof that is water-soaked or too deteriorated to serve as a base, over two or more existing coverings, or over blisters that have not been cut and secured. So a moisture survey comes first; infrared finds wet areas because they hold heat longer at night, but core cuts must confirm the readings. Ian's 10 to 20 inches across central Florida in 2022 is reason enough to rule out wet insulation on a Mount Dora roof.

Can a Mount Dora commercial building take a metal roof?

Yes, down to quite low slopes. The Florida code lets standing-seam metal panels go on roofs as flat as a quarter inch per foot, while lapped, non-soldered panels need 3 inches per foot, or half an inch with lap sealant. Panel systems are tested to UL 580, ASTM E1592 or TAS 125, and a complete standing-seam system that carries its own loads to the structure may go over an existing roof without a tear-off. Inside the Mount Dora Historic District, raise a switch to metal with the city before ordering panels.

How often should a commercial roof in Mount Dora be checked?
