A new low-slope roof needs a design slope of at least a quarter inch per foot, whether it is built-up, modified bitumen, single-ply, sprayed foam or liquid-applied (§1507). The code's target is positive drainage, meaning the roof sheds water within 48 hours of rain. The NOAA station at the Leesburg airport averages 43.78 inches of rain a year.

Condo boards run on a separate clock. A residential condominium association must have a structural integrity reserve study at least every 10 years for each building of three or more habitable stories, and the roof is the first item it covers (718.112(2)(g)).

Lake County sits outside the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade. Wind still tests these roofs: Irma's gust at the Leesburg airport reached 60 knots in 2017.

Can a Tavares commercial roof be coated or recovered instead of replaced?

Sometimes, if it passes a short list of tests. Count the roofs already on the building, since two or more means a tear-off. Find wet areas with a moisture survey checked by cores, because a water-soaked roof is not a base. Make sure the roof drains within 48 hours and that any coating is rated for the ponding that remains. Then check the 25% rule and the roof's code era. A coating sold to stop leaks or extend roof life counts as roofing work under Florida law. Ian dropped 10 to 20 inches across central Florida in 2022, so wet insulation is a real possibility here.

Look at it the day after a storm, then again the next day. Florida's code calls drainage positive when the roof sheds water within 48 hours of rain, and the National Roofing Contractors Association uses the same 48-hour test for ponding in drying weather. Water that sits longer points to a sagging deck, blocked drains or too little slope. Where parapets could trap water if the main drains back up, the code requires secondary drains or scuppers. Summer is the real test: the Leesburg airport averages 19.49 inches of rain from June through August.

Who permits a commercial roof just outside the Tavares city limits?

Lake County's Office of Building Services, which handles unincorporated land. Each of the county's 14 municipalities runs its own permitting with city staff or a contracted provider, so the city line decides the office. Inside the limits, the City of Tavares Community Development office handles it. Either way, the permit lapses if work has not started 6 months after it is issued, or if the job stops for 6 months (FBC-B 105.4.1), so line up the roof crew and the building's tenants before you file. Check the property's jurisdiction first.
