Commercial roofing in Astatula, FL
Commercial roof work in Astatula, a town of 932 housing units, is permitted by Town of Astatula Permitting rather than by Lake County. A low-slope roof here follows the same statewide code as one in a big city: minimum slope, drainage within two days, wind design and products with Florida approval.

Local know-how
Water on flat roofs by Little Lake Harris
A low-slope roof's job is moving water, and the code sets the floor: at least a quarter inch of slope per foot on new built-up, modified bitumen and single-ply roofs, and drainage within 48 hours after rain. If parapet walls would hold water back when the main drains fall behind, the code adds overflow drains or scuppers as a second way off the roof.
Drains are sized on a 100-year hourly rainfall rate. On the east side of Little Lake Harris, at Astatula's Atlas 14 point, that rate is 3.9 inches an hour, and the 10-year, 5-minute burst is 9.14. Milton's 8.55 inches in neighboring Tavares and Ian's 10-to-20-inch rains across central Florida are the storms that test those numbers.
Lake County sits outside the High-Velocity Hurricane Zone, so commercial roofs here follow the general Chapter 15 provisions, with wind loads from Chapter 16 and edge metal tested to ANSI/SPRI ES-1 or RAS 111.
Products
Documented products and condo roofs
Every roofing product on a Florida permit needs statewide product approval, and Astatula lists Product Approvals among the forms it requires. The Florida Building Commission's search finds approvals by FL number, manufacturer and code version, so pull those numbers before the permit application.
Membranes have named standards: EPDM to ASTM D4637, TPO to ASTM D6878, modified bitumen to one of seven ASTM standards. Coatings, from acrylic to silicone, have their own, and a coat-or-recover decision starts with counting the existing layers and confirming wet areas with cores.
Condo boards have a statutory clock as well: a residential condominium building three habitable stories or higher needs a structural integrity reserve study at least every 10 years, and the roof is the first item it covers.
Questions
Commercial roofing in Astatula: questions
Who issues commercial roof permits in Astatula?
Town of Astatula Permitting. Each of Lake County's 14 municipalities runs its own permitting, and the town's forms list includes a Reroofing Affidavit and Product Approvals. Statewide, re-roofs need no plan review but are inspected at the sheathing or dry-in stage and again at the end. Ask the town which forms apply to a commercial job before you put it out to bid, so every contractor prices the same paperwork.

Do gutters on an Astatula commercial roof need wind testing?
If the gutter also holds down the membrane edge, yes. Florida's code requires that kind of low-slope gutter to be wind-designed and tested to SPRI GT-1, and other metal edge systems on built-up, modified bitumen and single-ply roofs must be tested to ANSI/SPRI ES-1 or RAS 111. Leesburg's airport logged a 72-knot gust in Milton in 2024. Ask Town of Astatula Permitting what product documentation it wants for the edge metal.

How long should a commercial roof last in Astatula?
No neutral source gives Florida lifespans by membrane type. NRCA's general guidance is that most new roofs are designed for about 20 years of useful service, and that actual life depends on climate, design, materials, installation and maintenance; it suggests inspections in spring and fall. Product terms vary by manufacturer. With Leesburg averaging 43.78 inches of rain a year, keeping drains and scuppers clear is a large part of reaching that life.
