What's on record for Howey-in-the-Hills buildings

Census housing data is the only building count in our records for Howey-in-the-Hills: 919 housing units, 90.0% of occupied homes owner-occupied, and mobile homes at 0.3%. The population estimate for 2020–2024 is 2,153 (±373), up from the 1,643 counted in 2020. Commercial buildings are not counted there, so a commercial roof here is judged on its own drawings and the code.

The permit path is the town's. Building Services contracts Alpha for permitting, plan review and inspections; a re-roof is exempt from plan review under FBC-B 107. Outside town limits, the Lake County Office of Building Services is the issuing office.

Two statewide rules reach commercial roofs here. Condominium buildings three habitable stories or higher need a structural integrity reserve study at least every 10 years with the roof first on the list (Fla. Stat. 718.112(2)(g)), and the 25% repair cap with its 2007-code exception applies to commercial roofs as it does to houses (FBC-B 1511.1.1).

Low-slope roofs

Recover or tear off: the six-step check for a Howey flat roof

The code gives a clear order of questions for an aging low-slope roof. First, count the roofs already on the building; two or more means a tear-off. Second, find wet or deteriorated areas with a moisture survey checked by core samples, since water-soaked material is not a recover base. Third, check drainage: positive drainage means the roof drains within 48 hours of rain, and any coating chosen has to be rated for whatever ponding remains.

Fourth, check the 25% rule and the roof's code era. Fifth, remember that a coating sold to stop leaks or extend a roof's life is roofing work under Florida's contractor law. Sixth, ask for the product approval or NOA number of the system going on. Systems are compared on the flat roofs page.

Drainage carries extra weight after a storm like Milton, which put 8.89 inches of rain south of Leesburg. Where a parapet or raised edge would trap water if the main drains clog, the code requires secondary overflow drains or scuppers (FBC-B 1503.4.1).

Questions

Commercial roofing in Howey-in-the-Hills: questions

Who may put a roof coating on a Howey-in-the-Hills commercial building?

A roofing contractor, when the coating is sold to protect, repair, waterproof, stop leaks or extend the roof's life: Florida's definition of roofing contractor covers all kinds of coating except coatings not represented that way (Fla. Stat. 489.105(3)(e)). The coating itself must meet the code's fire rules and a listed standard, such as ASTM D6083 for acrylic or D6694 for silicone (FBC-B 1509). Inside town limits, the permit runs through the Town of Howey-in-the-Hills Building Services.

How long can water stand on a flat roof in Howey-in-the-Hills?

No more than 48 hours, by both the code and the trade. The Florida Building Code defines positive roof drainage as enough slope to drain the roof within 48 hours of precipitation, and NRCA's criterion is no ponding 48 hours after a rain in drying conditions. That standard gets tested every summer here: Leesburg's NOAA normals put 19.49 inches of rain in June through August.

Do Howey-in-the-Hills commercial roofs follow hurricane-zone rules?

Not the High-Velocity Hurricane Zone sections, which apply only in Broward and Miami-Dade. Roof decks and coverings here are still designed for Chapter 16 wind loads (FBC-B 1504.1), metal edge systems on membrane roofs must be tested to ANSI/SPRI ES-1 (1504.5), and metal panel systems are tested to UL 580, ASTM E1592 or TAS 125. The local record shows why: Leesburg's airport logged a 72-knot gust in Hurricane Milton.
