Slope, drainage and edge rules on a low-slope Montverde roof
New low-slope roofs need a minimum design slope of one-quarter inch per foot (2 percent) for built-up, modified bitumen, single-ply, spray foam and liquid-applied systems (FBC-B 1507). The code's definition of positive drainage asks for enough slope to drain the roof within 48 hours of rain. Metal edge systems on built-up, modified bitumen and single-ply roofs must be designed for Chapter 16 wind loads and tested to ANSI/SPRI ES-1 (FBC-B 1504.5).
Roof drains are sized on rain, too. The plumbing code sizes storm drainage on the 100-year, one-hour rainfall rate (FBC-P 1106.1), and NOAA Atlas 14 puts that rate at 3.89 inches an hour at Montverde. Lake County's Clermont 9 S station averages 50.64 inches of rain a year.
A recover over the old membrane is off the table when the existing roof is water-soaked, already has two or more layers, or is too deteriorated to serve as a base (FBC-B 1511). The code's exception is a separate standing-seam metal system that carries its own loads to the structure; it can go over an existing roof without tear-off. Does a commercial re-roof in Montverde need plan review?
No. FBC-B 107 lists re-roofs among the work that needs no plans examination by the building official, and that holds for commercial buildings as well as homes. The permit and inspections still apply: the Town of Montverde Permitting office handles the permit inside town limits, and FBC-B 110.3 calls for a sheathing or dry-in inspection and a final roofing inspection. A new building is a different matter, because only re-roofs are on that exemption list.

Can a new roof go over the old one on a Montverde commercial building?
Sometimes. The building code bars a recover, and requires a full tear-off to the deck, when the existing roof is water-soaked or too deteriorated to be a base, when it already carries two or more roof coverings, when the old covering is tile, slate or shake, or when blisters have not been cut and secured. A moisture survey confirmed by core samples is how wet areas are found. Whichever way it goes, the permit still comes from the Town of Montverde Permitting office inside town limits.

Do condominium buildings in Montverde need a roof study?
Only if they are three habitable stories or higher. Florida requires a residential condominium association to complete a structural integrity reserve study at least every 10 years for each such building, and the roof is the first item the study covers (Fla. Stat. 718.112(2)(g)). The study rests on a visual inspection and states each item's estimated remaining useful life. Montverde's housing is 848 units in all, and the study rule turns on a building's height, not the size of the town.
