A small city's flat and low-slope roofs
Umatilla has 1,921 housing units in the Census Bureau's 2020–2024 survey, and the Census publishes no count of its commercial roofs. Any low-slope roof in the city works under the same Chapter 15 rules as one in a much bigger place.
Those rules start with drainage. New built-up, modified bitumen and single-ply roofs need at least a quarter inch of slope per foot, water must clear within 48 hours, and roof drains are sized on a 100-year hourly rainfall rate. NOAA Atlas 14 puts that rate at 3.97 inches an hour at Umatilla's point.
North Lake's storms put those drains to work: Irma left 11.03 inches at Lady Lake in 2017, and Milton 8.26 inches south of it in 2024. Trees are the other load at the Gateway to the Ocala National Forest, so check drains and scuppers for leaves during the spring and fall roof inspections NRCA recommends.
Florida code
Membranes, coatings and metal over an existing roof
Florida's code names a standard for each single-ply membrane: EPDM under ASTM D4637 and TPO under ASTM D6878, with TPO and PVC both sitting in section 1507.12 because 1507.13 is reserved in the 2023 code. Low-slope coverings must also hold up through 2,000 hours of accelerated weathering tests.
Coatings count as roof coverings with their own standards, from acrylic under ASTM D6083 to silicone under D6694. Before coating or recovering, the code wants a sound base: no recover over a water-soaked or deteriorated roof, or over one that already has two or more layers. A separate standing-seam metal system that carries its own loads can go over the old roof without a tear-off.
Umatilla is outside the High-Velocity Hurricane Zone, so the HVHZ's uniform roofing permit application and its special inspection steps don't apply; the city's permit portal and the general code govern.

Do condo buildings in Umatilla need a roof study?
Only if the building is three habitable stories or taller. Florida's condo law requires a structural integrity reserve study at least every 10 years for each such building, and the roof is the first item it covers, with an estimated remaining useful life from a visual inspection. The Census counts 1,921 housing units in Umatilla but doesn't say how many sit in condo buildings that tall, so check your building's height and declaration.

Can a coating fix a leaking flat roof in Umatilla?
Sometimes, but only on a sound base. The code treats a coating as a roof covering with its own ASTM standard, and it bars a new layer over a roof that is water-soaked or too deteriorated. The sensible order is to find wet areas with an infrared or moisture survey confirmed by core cuts, check that water clears in 48 hours, and then decide between coating, recover and tear-off. Irma's 11.03 inches at Lady Lake in 2017 is the kind of rain that finds every weak seam.

Do rooftop units have to be upgraded during a commercial re-roof in Umatilla?
Only if they are being replaced or moved and are not already compliant. Florida's code bars local governments from forcing existing roof-mounted mechanical equipment up to current code except in that case, and equipment fastened per code on rated stands or curbs is deemed to meet the 2007 code's wind rules. Raise it with the City of Umatilla Development & Public Services when you apply, so the permit and the equipment plan match.
