Leesburg's rental and commercial roofs under one code

Leesburg counts 14,883 housing units, and renters occupy 37.4 percent of its occupied homes, since owners hold 62.6 percent. Many of the city's roofs therefore belong to people who do not live under them. Inside the city limits, commercial and multifamily roof work is permitted and inspected by the City of Leesburg Building Department under the 2023 Florida Building Code, 8th edition, until applications filed on or after December 31, 2026 move to the 9th edition.

The code names low-slope membranes by their standards: EPDM under ASTM D4637, TPO under D6878, and modified bitumen under its own set of ASTM specifications. New low-slope roofs need a design slope of at least 1/4 inch per foot so water can move to the drains.

Drainage comes first. Positive drainage means the roof clears within 48 hours of rain, the same test NRCA's membrane manual uses for ponding. If a parapet or raised edge would trap water when the main drains back up, the code requires secondary overflow drains or scuppers. Drains themselves are sized on the 100-year hourly rainfall rate, which NOAA Atlas 14 puts at 3.91 inches an hour in Leesburg.

Edges come second. Roof decks and coverings are designed for the wind loads in Chapter 16 of the building code, and metal edge systems on built-up, modified bitumen and single-ply roofs must pass the ANSI/SPRI ES-1 tests or RAS 111. Can a roof coating solve ponding on a Leesburg flat roof?

Not by itself. The building code holds roof coatings to its fire classification rules and to named ASTM standards, such as D6694 for silicone, and one silicone maker markets its product for areas where ponding may occur. Water that still stands 48 hours after rain, though, is a slope or drain problem first. Florida contractor law also treats any coating sold to stop leaks or extend a roof's life as roofing work. In a summer averaging 19.49 inches of rain at Leesburg's airport station, fix the drainage before picking the coating.

What is TPO, and how does it compare with EPDM on a Leesburg building?

Both are single-ply membranes, and the Florida Building Code names each by its ASTM standard: TPO under D6878, a thermoplastic polyolefin sheet with reinforcing fabric or scrim, and EPDM under D4637. In the 2023 Florida code both sit in section 1507.12, the single-ply section. Whichever one goes on, it must be designed for Chapter 16 wind loads and slope at least 1/4 inch per foot on a new roof.
