In Mascotte, a city of 2,408 homes, commercial roof permits are issued by the City of Mascotte Building Department, which runs its own online permit portal, inspections and contractor registration instead of sending work to the county. For a building owner, that means one office, one inspection schedule and the statewide code applied to a low-slope roof.

Low-slope roofs in a mostly residential town

Mascotte is mostly homes, 5.3% of them mobile homes, and the Census publishes no tally of its commercial roofs. Whatever the building, a low-slope roof here has to shed a lot of rain. Florida's code sets the minimum slope for new built-up, modified bitumen and single-ply roofs at a quarter inch per foot, and defines good drainage as a roof that clears within 48 hours.

Rain is the load that matters most. Florida's plumbing code sizes roof drains on the 100-year hourly rainfall rate from its Figure 1106.1 or from accepted local data; for reference, NOAA Atlas 14 puts that rate at Mascotte's point at 3.91 inches an hour. Where parapets could trap water, the code adds secondary overflow drains or scuppers.

Milton's storm totals of 10.83 and 11.26 inches at two south Lake gauges in 2024 were a practical test of those drains.

Coat, recover or tear off a Mascotte commercial roof

The code answers part of this for you. A recover is off the table when the existing roof is water-soaked or too deteriorated to hold a new layer, or already has two or more applications. That's why the work runs in order: count the layers, survey for wet insulation and confirm it with cores, check that water drains within two days, then choose.

Coatings are roof coverings too: each type, from acrylic to silicone, has its own ASTM standard in the code and must meet the fire classification rules. A separate standing-seam metal system that carries its loads to the structure may go over an existing roof without a tear-off.

Mascotte sits outside the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade counties, so the general Chapter 15 rules apply: wind design under Chapter 16 and edge metal tested to ANSI/SPRI ES-1 or RAS 111. Existing rooftop units only have to come up to code when they are replaced or moved during the re-roof.

Does a Mascotte commercial roof follow High-Velocity Hurricane Zone rules?

No. The Florida Building Code puts only Broward and Miami-Dade counties in the High-Velocity Hurricane Zone, so buildings in Lake County follow the general roofing chapter. Roofing is still one of the product categories that needs statewide Florida product approval, searchable by FL number, manufacturer or code version on the Florida Building Commission's site. Permits and inspections for city addresses run through the City of Mascotte Building Department.

How long can water stand on a flat roof in Mascotte?

Not past 48 hours. The Florida Building Code defines positive roof drainage as slope that drains the roof within 48 hours of rain, and the roofing trade's membrane manual uses the same test in drying weather. After a storm like Milton, which dropped 11.26 inches at a south Lake gauge in 2024, check the roof two days later; water still standing then points to a sagging deck, clogged drains or missing slope. Membrane makers' terms typically require positive drainage, so the fix protects more than the roof.

Can a new metal roof go over the old one on a Mascotte building?

Sometimes. Florida's code lets a complete, separate standing-seam system that carries its loads to the structure go over an existing roof without a tear-off. Standing-seam panels can run as low as a quarter inch per foot of slope, while lapped panels without sealant need 3:12. Everything else follows the normal recover limits, and in a county where Milton dropped 11.26 inches at one gauge, the drainage plan comes first either way.
