Inspection order on a new Tavares roof

On a new house the roof is inspected in stages, in the order the code lists them (FBC-B 110.3). The City of Tavares Community Development office issues the permit, and the owner may choose a private provider for plan review or inspections instead.

    Once trusses, bracing, connectors and the rest of the roof framing are set.

    Sheathing

    Roof and wall sheathing and fasteners, as part of dry-in or separately. Roof sheathing takes ring-shank nails such as RSRS-03, 2 1/2 by 0.131 inches.

    Roofing

    Dry-in, insulation, roof coverings and flashing.

  4. 04

    Final

    The building final, once the roof and the rest of the house are done.

Dry-in has three code routes for shingle and metal roofs: a self-adhering membrane over the whole deck, a 3 3/4-inch membrane strip or tape over every deck joint under the underlayment, or two layers of felt-type underlayment on a tight nailing pattern (R905.1.1.1).

A general, building or residential contractor without a roofing certificate or registration must subcontract the roofing, with one exception: shingles on a new building it is constructing itself (489.113(3)). A tile, metal or membrane roof on that same house still needs a roofing contractor.

Since July 1, 2025, Florida makes the builder of a new home answer for one year for defects in equipment, material or workmanship that cause a material violation of the building code (553.837). Wear and tear, settling, owner damage and natural disasters are excluded.

Which code edition covers a new Tavares house permitted in 2027?

The 9th edition. The Florida Building Code's Ninth (2026) Edition takes effect December 31, 2026, and all permit applications and plans submitted on or after that date must comply with it. A house whose application went in before then is reviewed under the 2023 8th edition, in effect since December 31, 2023. If your build sits near that line, ask the City of Tavares Community Development office which edition your application falls under, since the roof details follow the edition.

Can a Tavares builder use a private inspector for the roof?

Yes, Florida allows it. Under section 553.791, the owner of a building, or the owner's contractor with explicit written authorization, may choose at any time to use a private provider for plan review or code inspections. That provider must hold a Florida license as a building code administrator, an engineer or an architect. The City of Tavares Community Development office still issues the permit, and the inspections still follow the code's order. The rules are the same either way, and they matter here: 26.9% of Tavares housing units were built in 2010 or later.

Does a new Tavares house need gutters?

Only if its eaves are short. The residential code requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable end rakes or where one roof drains onto another, and each downspout must discharge at least 1 foot from the wall. Wider eaves remove the requirement, not the rain: the Leesburg airport averages 43.78 inches a year. Tavares sits between Lake Eustis and Lake Dora, so plan where the water goes once it leaves the downspout.
